Description
USAID/CAR Regional Mission intends to issue a solicitation to qualified offerors for the Quality Reading Project (QRP) to be implemented in Tajikistan and Kyrgyzstan, a 4-year project to improve reading levels among students in grades 1-4 in both countries. The project will focus on improved reading instruction; issues related to the availability of reading materials; increased out-of-school reading time; and increased government support to improve reading. In Tajikistan, activities will complement the USAID Country Offices Feed the Future strategy. USAID anticipates that Khatlon Region (25 districts) will be the initial focus region and will then expand to Sughd Region (18 districts). The Region of Republican Subordination will be the last targeted region, following discussions with the ministry to ensure access to selected rural areas. In Kyrgyzstan, Chui, Batken, and Issyk Kul Regions are intended as the initial focus regions and the project will then expand activities to Naryn Region followed by Talas, Osh, and Jalal-Abad Regions. Based on the 2010-2011 academic year, Tajikistans national data estimated that 668,675 students were enrolled in grades 1-4. The regional breakdown is approximately as follows: 264,158 in Khatlon, 218,358 in Sughd, 164,570 in RRP, and 21,589 in GBAO. USAID estimates that a minimum of 60 percent of primary students in the targeted regions (i.e., Khatlon, Sughd, and RRP) can be directly reached during implementation of the project. Among Kyrgyzstans total estimated primary student population of 400,000, USAID estimates that more than 60 percent can be directly reached. The primary languages of instruction for this project are Kyrgyz, Tajik, and Russian. The project will work with teacher-training institutes (at the national and regional levels), DED methodological units, and schools that have previously received donor assistance, including through USAID projects, as well as schools and communities that have not received previous donor assistance. Anticipated activities may include: a) Design an in-service training package b) Conduct in-service trainings for teachers and other educators c) Strengthen systems for teacher mentoring/coaching d) Implement classroom-based reading diagnostics (process focused) e) Build capacity to administer national, standardized reading assessments (outcome focused) f) Conduct a review of the quantity of primary grade reading material available in Tajikistan and Kyrgyzstan g) Ensure a mix of reading materials are used by schools and communities h) Increase public awareness about the importance of reading as a cornerstone of education and life-long success i) Implement out-of-school reading activities j) Increase Ministry dialogue about the existing environment for reading acquisition k) Increase Ministry capacity to develop and conduct large-scale assessments l) Strengthen the enabling environment to support improved reading instruction reform.
