Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The purpose of this solicitation and any resulting Blanket Purchase Agreement (BPA) is to procure long term housing for the Minnesota ANG in Duluth MN. The Government intends to issue BPAs in accordance with Simplified Acquisition procedures, Part 13 of the FAR, to support the base's operational needs. The MN ANG intends to award one to three BPAs covering a 3 year period. Estimated calls per year are between 6 and 10, but no minimum is guaranteed. Read the Additional Documentation attachment for information on how this BPA will function. Please note that a BPA is not a contract. A BPA is a streamlined method for acquiring services on an as-needed basis from qualified sources that are readily available and thus eliminate the need for repetitive costly reprocurements. There is no minimum or maximum guaranteed quantity. All calls/orders must be acknowledged by the selected vendor in order to be retained on the BPA calling list. The Government will not be issuing a formal Request for Proposal (RFP) because this notice will result in BPAs. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this notice. The following is needed: 001 Dorm Rooms (see requirements) 002 Family Suites (see requirements) Requirements for Dorm Rooms: must be able to accommodate individual or individuals assigned (max of two). Individuals will not share a bedroom. Each bedroom must have private bathroom. There must be access to kitchenette. A service package of cooking equipment (pots and pans), cooking utensils, eating diningware and silverware must be provided. Linens must be exchanged at least weekly. Rooms must be serviced at least weekly. Ironing boards and irons must be available in each room or available for checkout. A phone is required in each bedroom. Access to each unit/suite is required for authorized base representatives ( quote mark no notice quote mark inspections). Rooms must be fully furnished. Requirements for Family Suites: same as above, but must be able to temporarily house families of various sizes. Multiple suite sizes can be quoted at varying prices. All rooms must be in proximity to grocery store or retail facilities, and they must be near public transportation. Provision 52.212-2 Evaluation-Commercial Items is amended to read: quote mark Evaluation Factors and Sub Factors: -Price -Past Performance -Technical Quality Technical Subfactors -convenience of location -room conformance to Air Force standards -amenities quote mark The government reserves the right to request a site visit with any offeror. Failure to comply with a site visit might disqualify a vendor from consideration. Emailed price lists are preferred. Quotes must be received by no later than 1:00 PM EST, Friday, Dec 31, 2012.
