- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Office of Acquisitions - Neurosciences, Station Support/Simplified Acquisitions on behalf of the National Institute of Mental Health (NIMH) Intramural Research Program intends to negotiate neuropathology services on a sole source basis with Jose D. Paltan-Ortiz, MD of Bethesda, MD to continue ongoing NIMH services on NIMH's study Protocol #90-M-0142. The Section on Neuropathology/Clinical Brain Disorders Branch (CBDB), Cognition and Psychosis Program, at the NIMH, requires skilled neuropathology services from Dr. Paltan-Ortiz. Services will include continuing ongoing NIMH work in neuropathological research services testing: 1) Whether schizophrenia is a neurodevelopment disorder; and 2) delineation of multiple brain regions involved in schizophrenia. These tests are via advanced molecular biological techniques. Services include assisting researchers with performing neuro-anatomical and neuro-chemical studies of brain tissue from patients with neuropsychiatric illnesses, and diagnosing postmortem human brain cases from the NIMH brain bank. Dr. Paltan-Ortiz is the only known source that can provide neuropathological services for this study. The NIMH brain tissue collection was obtained under the approval of the NIMH Institutional Review Board and is subject to NIMH study protocol. Dr. Paltan-Ortiz also has proven expertise in reviewing frozen brains in psychiatric cases. Service will be for 12 months. This acquisition is being conducted under FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of Hunter A.
