- The Bureau of Land Management (BLM) National Training Center (NTC) located at 9828 North 31st Avenue Phoenix, AZ 85051 seeks qualified contractors to produce a training needs assesment from a mass of collected data. Specificis about this are in the line item description of this sources sought. The selected contractor(s) will be added into the BLM NTC's standard yearly BPA program. This is a new line item being added into the BPA program at this time. This standard BPA program is for miscellaneous educational support services via Blanket Purchase Agreements (BPAs). There is no guarantee of any work coming from these BPAs. That is because they are being made to streamline the acquisition process should circumstances make their use necessary. The BPAs will be of one year duration. The BLM NTC intends to re-announce each year for each year's renewal of the BPA program. If it turns out that a BPA holder is under a GSA contract for the service(s) in the BPA, the BLM NTC BPA is automatically converted to a GSA contract BPA and all prices are automatically converted to the GSA contract price(s). These services will be under PSC U009 Education Services; NAICS Code 611710 Educational Support Services. The line item(s) indicate which services are needed. For the service(s) that you are qualified for and willing to perform, put in the hourly rate that you will perform that service at. For the service(s) that you are not qualified and/or not willing to perform, do not put in an hourly rate to be charged. Do not include travel costs in your hourly rate. Travel costs will be calculated around the time they are to be done. Travel costs are to be the market price of the airline ticket for coach class (BLM IM OC-2012-054 specifies that BLM employees must travel coach class and this sets the standard) except for travel by POV (Privately Owned Vehicle) which will be at the published federal government rate per mile (available from GSAs website), the published federal government rate for lodging in the particular city (available from GSA's website) and the published federal government per diem (lodging and M&IE) (available from GSA's website). In regards to hourly payment while traveling ex on Sunday a BPA holder is traveling to the location of performance take the hourly rate of payment for traveling to be one-half the hourly rate of the service to be performed on the BPA. A BPA call you to you, if performed, will be for your lump sum (one line item) cost for performing the service plus travel costs. All contractors wishing to do business with the federal government must have a current entry in the SAM (System for Award Management, www.sam.gov).
