Description
The United States Army Medical Acquisition Activity (USAMRAA) on behalf of the United States Army Medical Research of Infectious Disease (USAMRIID), Diagnostic Systems Division intends to negotiate on a sole source basis and award a contract, to inoculate sharks with recombinant vaccinia virus protein L1 to stimulate adAb production against L1 to the University of Maryland, Baltimore, 220 Arch St, Rm 02148, Baltimore, MD 21201-1531, under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. This announcement constitutes the only notice; proposals are not being requested and a written solicitation will not be issued. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58. The corresponding NAICS code is 541690 and the small business size standard is $7.0. The requirement was originally posted on FedBizOpps.gov and open to all for quotes for these services, but only one reply came from the University of Maryland (Baltimore). The basis for sole source determination is based upon the fact that award original W81XWH-10-P-0466 for Lab animal shark husbandry and manipulations were awarded on 10 June. 2010 for a period of Base plus one Option Year. Conventional immunodiagnostic assays require the use of canonical antibodies. However, canonical antibodies are relatively fragile requiring a cold chain for storage and transportation. To make immunodiagnostic assays that can withstand harsh environments, we plan to substitute single domain antibodies (sdAbs) for canonical antibodies. sdAbs are small, rugged, thermostable, and achieve the same level of affinity as canonical antibodies. Sharks and camelids are the only known species to produce sdAbs. Thus, in collaboration with the University of Maryland, Baltimore, we plan to inoculate sharks with recombinant vaccinia virus protein L1 to stimulate sdAb production against L1. University of Maryland (Baltimore) demonstrates a unique capability to provide the particular services proposed. University of Maryland (Baltimore) is the only known source with trained personnel and dedicated facilities to conduct such studies in an acceptable time frame. University of Maryland (Baltimore) has years of experience providing these specific services, and has been audited by USAMRIID Regulatory Affairs for compliance with regulatory requirements, thus saving the Government valuable resources and time in accomplishing the mission. Thus, this is a continuation of services being supplied by University of Maryland (Baltimore); ergo, the University of Maryland (Baltimore) is the only institute capable of performing the required work in an acceptable time frame. The follow-on contract will include a one-year base period with four twelve-month option periods. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. Written responses shall reference this Notice of Intent No. W81XWH-13-R-0019 and shall be submitted electronically (using PDF, MS Word, Excel attachments) NO LATER THAN 10:00 A.M. EASTERN STANDARD TIME 16 December 2012, to the Contract Specialist, Colleen Bowers at: colleen.m.bowers@us.army.mil. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
