- Description
- NASA/GSFC intends to issue a follow-on sole source contract to obtain continued mission operations and science analyses of the Solar Occultation for Ice Experiment (SOFIE), Cloud Imaging and Particle Size Experiment (CIPS) and Cosmic Dust Experiment (CDE) instruments aboard the Aeronomy of Ice in the Mesosphere (AIM) spacecraft with the incumbent Hampton University (HU). NASA/GSFC plans to award Hampton University a Cost-No-Fee (CNF) contract pursuant to 10 U.S.C.2304(c)(1), Only One Responsible Source, with an estimated period of performance of three years. The key component of the proposed CNF contract is the management and operation of the AIM mission for the purpose of enabling the use of AIM data by the scientific community for scientific research through the AIM instruments. HU is the Principal Investigator (PI) institution and the prime contractor responsible for the mission, performing schedule and financial management, and leading the science co-investigator teams in analyzing and confirming science requirements implementation. This also includes providing support for the mission and instrument operations, which includes instrument operations planning, scheduling, and engineering parameter review and trending, as well as the science operations which includes initiating all target requests to the instrument, planning all instrument modes and turn-ons, and data dissemination to the co-investigators and to the general scientific community. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 6, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
