Description
This notice is a request for information (RFI) and is not a request for proposals (RFP). The government will not award a contract on the basis of this notice, or otherwise pay for information solicited by it. Proprietary information should be clearly marked. The requested information is for planning and market research purposes only and will not be publicly released. In accordance with FAR 15.201(E), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Description The National Institutes of Health (NIH), Office of the Director (OD), Office of Extramural Research (OER), Office of Extramural Programs (OEP) is seeking market research potential sources, and best practice information and cost estimates for initial design and development and possibly maintenance, for an IT program with the following features and capabilities: This program is intended to be used: a) To obtain information on staff knowledge and gaps of knowledge on a particular area of interest; b) To provide information and learning opportunities to staff on the particular area of interest; c) To provide opportunities of self-evaluation for individual staff on the particular area of interest; and d) To track progress of staff knowledge, individually and institution-wide, over time. The desired program will be: a) One that can be uploaded to an existing website to be accessed by staff using the usual login ID. b) An initial introductory screen will appear to provide staff with basic information. Three choices will appear here: 1) link to take them to another site on the same website, 2) selection to proceed further; 3) exit back to the website homepage. c) Staff selecting option 2 will then be asked a couple of ‘demographic' questions (i.e. their job nature - 4 selections, and their NIH institution - 26 selections) to determine which category of staff and which NIH institution they belong to. This will be followed by "the challenge", a series of 9 or 12 questions which they will answer within a certain period of time. d) The questions will be drawn randomly from a pool of preloaded questions divided into 3 groups so that there will be equal number of questions drawn from each group. e) After each response, staff will be provided information on what the correct answer was and why, regardless of their response. Staff will score one point if the correct answer was given. Staff cannot go back to previous questions to correct their answers. f) At the end of "the challenge", staff will be provided a final score and a summary of the questions they answered with the correct answers for review. There will be facility to print this summary. g) Staff's login ID will be used to track progress of the staff's performance over time. If staff has completed previous "challenges", then those scores will also be provided for their review in the summary provided in f) above. h) Since the questions will be selected randomly from a large enough pool, the series of questions generated for each "challenge" will be sufficiently different each time to maintain freshness and interest. The data/statistics expected from the system: a) Percentages of times a particular question is scored correctly and incorrectly with tracking over time. b) Staff's average scores by demographic category and NIH institution. c) Changes of scores by demographic category, NIH institution, and individual staff over time (say yearly). Content, in terms of questions and answers, will be provided by our staff and will be preloaded on to the system. While we do not expect any frequent or regular content change, the system should be catered to accept such changes with minimal disturbance to the running of the system. The development of the system will include limited basic presentation designs. The data and statistics will need to be easily retrievable by our own staff at indeterminate time points. While the system can track staff according to their login ID, it is not expected to provide readily identifiable information of individual staff. Technical Information: The proposed system is expected to run on Windows 2003 with IIF 6 or 7. It will need to be compatible with Microsoft Sequel 2005 for data storage purpose. It will also need to be able to leverage active directory for authentication. Submission of Information - Vendors desiring to respond to this request should provide a white paper as follows: White Paper: Limit the number of pages to four (4) total (Times New Roman, Font 12, one inch margins) excluding cover and photos which can be included separately.
