- THIS IS A SOURCES SOUGHT NOTICE (SSN) ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR INVITATION TO BID NOTICE AND DOES NOT CONSTITUTE A COMMITMENT BY THE GOVERNMENT. The Government is currently conducting market research in accordance with Federal Acquisitions Regulation, Part 10 to identify potential sources to provide for the requirement and gather information on current capabilities within the market. All information submitted in response to this SSN is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Proprietary information submitted should be marked appropriately and will be controlled and secured. All submitted information shall remain with the U.S. Government and will not be returned. The National Institutes of Health, (NIH), electronic Research Administration (eRA) is conducting this market survey to determine the availability and technical capability of qualified businesses, including small businesses, 8(a) small businesses, small disadvantaged businesses, woman-owned small businesses, service-disabled veteran-owned small businesses or HUBZone small businesses capable of providing professional, technical and administrative support. This SSN will determine the interest and feasibility of small business set-asides. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government. All responding firms are requested to identify their firm's size and type of business. The anticipated North American Industrial Classification System (NAICS) code for this acquisition is 541611, and the Small Business Standard is $14 million. Teaming arrangements and joint ventures may be considered for any subsequent procurement based on the Government's market research. The eRA is conducting this market research to identify sources that have prime contractor experience in providing IT architecture, business analysis, testing, and configuration management for Federal grants management systems similar in size scope and complexity to eRA. The incumbent contractor currently provides a staff of 50-55 Analysts, Architects, Testers and Configuration Management Specialists. Developed, managed and supported by NIH's Office of Extramural Research, the eRA systems provide information technology solutions and support for the full life cycle of grants administration functions for the NIH as well as the Agency for Healthcare Research and Quality (AHRQ), Centers for Disease Control and Prevention (CDC), Food and Drug Administration (FDA), the Substance Abuse and Mental Health Services Administration (SAMHSA), and the Veterans Health Administration (VHA). eRA and its systems manage the receipt, processing, review, award and monitoring of over $30 billion in research and non-research grants awarded annually by NIH and other grantor agencies. eRA systems are used by Federal staff and applicants at over 11,000 institutions worldwide to: • Record, review and process over 80,000 applications each year. • Maintain and support more than 200,000 active grants. • Support nearly 27,000 reviewers and more than 3,500 review meetings held annually. • Administer more than 55,000 awarded competing and non-competing grants. • Maintain patent and invention records for 25 Federal agencies. • Support thousands of applicant interactions with the Federal Government before and after the grant award, through the eRA online interface. eRA systems align with Grants.gov (the one-stop web portal for finding and applying for federal grants), allowing for full electronic processing of grant applications from application submission through closeout of the grant award. eRA systems provide a suite of 28 modules supporting end-to-end grants administration. The entire eRA Enterprise with all of its independent systems shares a common data model, residing within an Oracle database platform. The hardware architecture is a combination of Windows NT and UNIX servers. The application architecture is a web enabled multi-tier J2EE environment. The development activities in the eRA program follow the eRA Software Development Life Cycle methodology which is based on the Department of Health and Human Services Enterprise Performance Life Cycle (EPLC). Experience in the following areas apply: • Providing business and requirements development to support Federal grants management business processes • Providing IT architecture support regarding data, application software, network, and hardware • providing functional and performance testing during the software development lifecycle (SDLC) • Providing configuration management • Providing software design and development support • Providing documentation and training support Federal grants management system experience as a prime contractor similar in size, scope and complexity to the eRA program is an absolute requirement and a key success indicator. The goal of this procurement is two-fold: (1) to provide a practical solution for eRA system engineering support services for eRA in all program areas (software maintenance, new initiatives, and integration of HHS and other agencies) into one contract, and (2) to meet the needs of the end user community and their expectations for service. The preponderant amount of the work is increasingly maintenance and enhancements of existing systems, and new functionality that spans across multiple systems; therefore, the eRA strategy for accomplishing these goals has been to restructure from individual project teams to a customer focused service team approach. Below are the characteristics of the eRA systems engineering requirements: • Project Planning Support • Business Analysis and Requirements Development • Application Architecture • System and Integration Testing • Configuration Management • IT Security • Design Support • Software Development Support • Production Support • Documentation Support • Training Support • eRA Infrastructure Support The eRA expects to conduct a competitive acquisition and award a contract no later than June 30, 2013. The contract type will be Cost Plus Fixed Fee. Please submit the following information: Name and address of company and or companies (if there is a teaming arrangement) 1. Corporate capabilities • Federal grants management systems experience • Systems engineering experience similar in scope, size and complexity to eRA. 2. Relevant experience, including: • Contract name • Contracting Agency or Department • Yearly contract value (in $$) • Period of performance • Description of work and how it relates to eRA requirements Submission requirements: 1. Page limit - three (3) 8 ½ x 11 pages 2. 1 inch margins (top, bottom and sides) 3. Times New Roman font - 12 point 4. Page limitation does not include (1 cover page, or 1 letter of introduction page) 5. Do not include promotional materials Interested firms responding to this market survey must provide a capability statement demonstrating their experience, skills and capability to fulfill the Governments requirements for the above in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b). The capability statement shall be in sufficient enough detail, but not exceed 3 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Please specify one primary and one alternate Point of Contact (POC) within your firm, including telephone numbers and email addresses. Your capability statement should include a list of up to three customers (Government/non-Government) within the past 5-year highlighting similar work in nature, scope, complexity, and difficulty and a brief description of the scope of work. Only electronic copies of capability statements will be accepted and should be emailed to briscoee@mail.nih.gov. The e-mail shall contain the following subject line: Sources Sought - NIH-LM-2013-621/EJB eRA Systems Engineering Support. A determination by the Government to proceed with the acquisition as a set-aside is within the discretion of the Government. If capability statements are not received from at least two responsible small businesses by the response date or if the Government determines that no small business concerns are capable of performing this requirement based upon an evaluation of the capability statements submitted, the Government may proceed with a full and open competition.
