Description
Commercial Off the Shelf Software ITES-SW Long Term Contract Request for Information 1. DESCRIPTION: The Army Contracting Command - Rock Island (ACC-RI), in coordination with the Project Director Computer Hardware, Enterprise Software and Solutions (PD CHESS) is issuing this amended Request for Information (RFI) to obtain information from industry regarding the ability to provide the specific software needs for the US Army. The estimated value of software within the scope of this RFI is $35M to $80M over a 5 year period of performance. The original RFI was posted under RFI # W521J12-R-CONs on 21 February 2012. 2. PURPOSE: The intent of this RFI is to obtain information regarding the ability to provide certain software needs for the US Army. The US Army has requirements for specific commercial off the shelf (COTS) software products and maintenance that have obtained a full Certificate of Networthiness (CON) through the Army's Network Command networthiness process and is not available through another Army enterprise contract. The Army is seeking the following: · Information regarding industry interest and capabilities in participation in the concept described below, and · General feedback and comments from industry regarding the overall concept and the specific software identified. This is a Request for Information only. This RFI is being conducted pursuant to the Federal Acquisition Regulation (FAR) subpart 15.201(e). No contract will be awarded from this announcement and no reimbursement will be made for any costs associated with providing information submitted in response to this RFI. As such, this RFI is issued solely for informational and planning purposes and does not constitute any obligation on the part of the US Army. Not responding to this RFI does not preclude participation in any future RFP or solicitation, should one be issued. All submissions become US Army property and will not be returned. All information received in response to this notice that is marked ‘Proprietary' will be handled accordingly. 3. PROGRAM BACKGROUND: The US Army is exploring the concept of establishing a long term contract vehicle for specific COTS software products and maintenance that have obtained a full CON through the US Army's Network Command (NETCOM) networthiness process. The software targeted for this potential contract will be software not currently available on another enterprise contract, to include the DoD Enterprise Software Initiative (ESI), GSA SmartBuy or Army Enterprise License Agreement. For a full listing of software currently on an enterprise contract, please refer to Attachment 2. CON Functional Categories as defined by the US Army Network Command: · IT Utility and Security: Network administration tools, firewalls, backups, disk utilities, security tools, encryption tools, cryptography tools, password mangers/creators, file compression, registry tools, test and document editors, data mining, decision support systems, asset and inventory management, peripheral utilities, (scanners, printers, etc), handheld software, optical character recognition · Modeling and Simulation: Numerical analysis, engineering, sciences/scientific, statistical, GIS software, games/gaming, 3D modeling, mapping software · Program and Development: Editors, compilers, parsers, interpreters, linkers, loaders, components & programming libraries, documentation tools, testing environments, webpage/application creation, HTML editors, web design, software design · Multimedia: 3D drawing, computer aided dispatch (CAD), digital photography applications, animation creation, flash design, illustration, image editing, font tools, authoring tools, desktop publishing, graphics, label makers (CD & paper) For a listing of some of the software products that fall into these categories and have achieved a Certificate of Networthiness please refer to Attachment 1. 4. TARGET AUDIENCE: All sources, with the capability as described herein, are requested and encouraged to respond to this RFI. 5. GENERAL INSTRUCTIONS: In an effort to gather information in a manner which can be analyzed, the US Army is requesting responses in three separate Sections (1) General Information; (2) Capability; and (3) General Feedback and Comments regarding the proposed concept and software products indicated (optional). Instructions for Section 1: General Information In order for a company's responses to Section 2 and Section 3 to be considered for the Government's analysis, the completion of Section 1, General Information, must be provided. Instructions for Section 2: Capability · Respondent should identify a list of software products that can be offered under the CON Functional Categories identified in paragraph 3 above. · Provide supporting annual sales data for each software product to include corresponding quantities. · Provide reseller status on each software product. Please refer to Attachment 1, Listing of Preferred Software Products, for a listing of COTS software products that fall within the scope of the Functional Categories above and have achieved a Certificate of Networthiness. Further noted, Attachment 2 entitled Software Products on an Enterprise Contract is included to identify software products that will not be considered at this time. Instructions for Section 3: General Feedback and Comments Responses to this section are optional. However, the government is seeking general feedback and comments from industry regarding the overall concept and the software identified in Attachment 1. The additional feedback and comments are limited to three (3) pages. Responses to paragraph 3 shall be single-spaced, open-faced, not smaller than 10 point font, with one inch margins and compatible with MS Office Word 2007. In order to move the information gathering along in a meaningful, timely, organized manner, the following cannot and will not be considered: · Responses sent by any other mechanism (such as hard copy responses, telephonic responses, facsimile responses or hand-delivery responses) · Responses sent to any other email addresses. · Late responses. · Sales brochures, videos and other marketing information materials Interested parties shall submit an electronic copy of their responses via email to: ilana.c.bohren.civ@mail.mil.
