Description
The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR Part 6.302-1, for a one-year lease for a 2012 Volvo D13 on-highway heavy-duty diesel engine, portable control system, exhaust after-treatment system, and diagnostic tools, for the Assessment and Standards Division, National Vehicle and Fuel Emissions Laboratory (NVFEL), in Ann Arbor, Michigan. This engine will be used to support efforts in developing and refining inputs to the EPA?s Greenhouse Gas Emissions Model (GEM). The Volvo D13 engine was selected because it is the only high-sales-volume, 2010 emissions and 2012 OBD compliant engine which can provide needed GEM input data in the mid-displacement 13 liters, 300 to 500 HP engine category. The Volvo engine uses the predominant technology for controlling Nox emissions in the U.S. and European heavy-duty truck markets, which is urea-based selective catalytic reduction (SCR) exhaust aftertreatment. The EPA has identified Volvo Group Trucks Technology as the only provider that meets all specifications for a 2012 Volvo D13 on-highway heavy-duty diesel engine, portable control system, exhaust after-treatment system, and diagnostic tools. This procurement will be accomplished under FAR 13.501(a)(ii) Sole Source. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered MUST be submitted within 10 calendar days of the date of publication of this notice.
