- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA) on behalf of the National Institute of Aging (NIA), Intramural Program (IRP) intends to negotiate and award a purchase order on a noncompetitive basis to Philips Healthcare, a Division of PENAC, 22100 Bothell Everett Highway, Bothell, WA 98021 for the renewal of a maintenance agreement on an existing 3T Achieva MRI (3 Tesla magnetic resonance imaging) machine. Philips Healthcare, a Division of PENAC, is the manufacturer of the existing 3T MRI machine and is the only known manufacturer able to access proprietary parts and test instrumentation needed for effective and timely repair of the unit should it malfunction. Renewal of the Maintenance Agreement includes the existing 3T Achieva MRI and accompanying workstation protection from the hours of 8:00AM-9:00PM M-F. Included in this agreement is chiller coverage from 8:00AM-5:00PM M-F, coverage of the 151-300 Kva UPS, and training allotment for Clinical Education application. This acquisition is being conducted under Simplified Acquisition Procedures using FAR Part 12, Acquisition for Commercial Items, and is exempt from the requirements of FAR Part 6, Competition Requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
