Description
This announcement is for the purpose of soliciting contractors interested in submitting a proposal to the Design-Bid-Build/Design-Build UMMC Projects at Kandahar Airfield located in Afghanistan. **Note - The solicitation associated with this announcement has been numbered for fiscal year purposes from W912ER-12-R-0092 to W912ER-13-R-0015. Contractors who registered to received the solicitation under W912ER-12-R-0092, will NOT have to re-register with the Automated Bidder's List in order to receive a copy of the solicitation.** Project Scope: This package consists of four distinct projects as listed below: FY13 Sewer Collection System at Camp Brown on KAF: This project provides sewage collection to the area used by the Combined Joint Special Operations Task Force (CJSOTF), Camp Brown. It provides for an underground sewage collection system which will tie into the main sewer grid at KAF in order to facilitate more efficient base operations and decrease Operations & Maintenance costs. FY13 Vehicle Maintenance Shop at Camp Brown on KAF: Construct a 569m concrete masonry unit (CMU) block vehicle maintenance shop that provides for increased maintenance, storage and administrative space to facilitate a greater throughput as well as a design that provides for larger vehicle size in the maintenance and repair of CJSOTF's tactical vehicles at Camp Brown. FY13 Transient Billeting Facility at Camp Brown on KAF: Construct a 1240m concrete masonry unit (CMU) Lodging Facility. This project builds transient billeting that replaces deteriorating housing currently used by 80 CJSOTF personnel at Camp Brown. Existing housing is inadequate for continued use and this project supports CJSOTF personnel including the transition and enduring missions. FY13 Administrative Building at Camp Brown on KAF: Construct a 1075m concrete masonry unit (CMU). This project provides an administrative facility equipped with workspace for 37 administrative personnel who support CJSOTF operations throughout Afghanistan. This new facility will provide the consolidation of staff by relocating them from use of multiple substandard buildings. The consolidation process will increase efficiency of the support staff at Camp Brown. Additional Requirements: The contractor must be licensed to conduct business in Afghanistan. The solicitation will not be provided to plan rooms, subcontractors, suppliers or vendors. Contracting Procedures: The solicitation will be a request for proposal (RFP). Contract award will be based upon a best value analysis of all proposals. The evaluation criteria will be conveyed within the RFP. One or more of the items in the project scope may appear in the solicitation as an option item. The contract will be awarded on a firm-fixed price basis only. The performance period will be 330 days from issuance of Notice to Proceed (NTP). The magnitude of this construction project is between $5,000,000 and $10,000,000. In accordance with 10 U.S.C. 2805, the proposed price for each distinct project, inclusive of options items, cannot exceed the UMMC threshold of $1.75M. Proposals exceeding the threshold are un-awardable. Central Asian States (CAS) Initiative: One of the factors in which offerors will be evaluated against is their level of participation in the US Government's Central Asian States Initiative program (reference Section 801 of the 2010 National Defense Authorization Act (P.L. 111-084), Temporary Authority to Acquire Products or Services Along a Major Route of Supply to Afghanistan). More weight will be given to those offerors who support the initiative by purchasing materials from the specified CAS countries. Additional detailed information regarding the CAS Initiative will be included in the RFP. The tentative date for issuance of Request for Proposal (RFP) W912ER-13-R-0015 is December 6, 2012. The tentative date for a pre-proposal site visit is December 20, 2012. The tentative date for receipt of proposals is January 7, 2013. Attendance at the site visit is limited to two (2) people per firm. Attendance is not mandatory.
