- MARKET SURVEY N1023-13-0003 21 November 2012 From: COMSC N1023 Subject: Building Maintenance Support THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY, OR TO CONTRACT FOR SERVICES. A. DESCRIPTION: The purpose of this task is to obtain the services of qualified facilities utility and maintenance technicians in support of MSC's satellite locations (DC, VA, and CA). The Contractor shall provide labor, equipment and tools. MSC will provide the Government-furnished equipment and materials to support facilities operations and maintenance, administrative, and grounds services for MSC. The Contractor shall perform all related services necessary to carry out the provisions of this contract including quality control and maintenance of accurate and complete records. Please see DRAFT of specific tasks outlined below. B. MARKET SURVEY RESPONSE INSTRUCTIONS: Interested vendors are requested to include, at a minimum, the following information: 1. Name of Organization 2. Telephone/Fax Number, Address, and Email address for the primary point of contact 3. Description of your organization's capabilities with regards to the task outlined above and required personnel. 4. Summary of organization's history relative to the specific tasks required. For each reference, please provide a summary of the work involved and references' point of contact, phone number, and email address. 5. Description of any partners your organization would utilize during the performance of the effort. If any, please provide information for their point of contact and brief summary of the partner's capabilities relative to the specific tasks required. 6. Small business standing (i.e. large or small business, specific category of small business). 7. If this effort was solicited and valued at over $150,000.00, please confirm that your organization would adhere to FAR Clause 52.219-14 Limitations on Subcontracting. 8. DRAFT 1.0 Specific Tasks: The personnel shall: 1.1 Determine equipment, facility, or service deficiencies and appropriate resolutions; analyze facility and equipment requirements against customer needs; prepare estimates based on plans for maintenance, repair work, and alterations and replacement of existing equipment. 1.2 Replace electrical sockets, cord fuses, plugs, various types of illumination bulbs, light fixtures, broken glass, sash cords, chains, operators, door handles, hinges and other items for the maintenance, operation and upkeep of facilities as required or directed by Technical Point of Contact (TPOC) and/or Contracting Officer's Representative (COR). 1.3 Perform building maintenance including cleaning clogged plumbing drain lines and pipe and making repairs to ceilings, roofs, floors, coverings, walls, tapes, plasters, caulks and paints as indicated with appropriate material. Personnel shall touch up, clean, and repaint interior and exterior of facilities or structures as needed or directed by TPOC/COR. 1.4 Perform daily check of light fixtures and exit signs throughout the building replacing burned out bulbs and/or making necessary repairs to light fixtures. 1.5 Move resident and facility furniture and store until it is shipped to Defense Reutilization and Marketing Office (DRMO). Assist with transporting recycle material to (DRMO). 1.6 Maintain safe condition of interior and exterior walkways and public areas, to include, but not limited to, snow/ice removal, minor carpet/floor repairs, etc. 1.7 Check mechanical rooms' daily, performing visual checks of all operating motors, gauges, boilers, compressors and plumbing equipment. 1.8 Ensure that comfortable temperatures are maintained in resident rooms and common areas daily. 1.9 Check, maintain, inspect and perform preventive maintenance of HVAC Equipment and controls. 1.10 Repair defective plumbing fixtures, including but not limited to, faucets, flush valves, water heaters, and other plumbing issues as required. 1.11 Perform operational checks, maintenance and servicing of facilities generators, elevators, alarms, fire extinguishers, defibrillators, and other safety and security systems as required. 1.12 Remove, replace and repair hanging ceiling tiles in support of contracted or other maintenance requirements. 1.13 Repair, remove and replace door lock systems to include latches, core, re-keying, key cutting, and other related task as required by TPOC/COR. 1.14 Submit work orders (trouble calls) that are beyond the capabilities of MSC to Naval Facilities Engineering Command's (NAVFAC) call center. Follow up on submitted work orders and provide quality assurance to the facilities manager of completed emergency, urgent and service calls. 1.15 Ensure completion of reports, records, checklists, operational logs and other administrative reporting tools required to document and manage various maintenance tasks and requirements. Observations should be brought to attention of the government for proper recourse and follow-up actions, by way of checklist, follow-up reports, etc. 1.16 Move, repair, assemble and disassemble doors, floors, tables, chairs, and other furniture as required or confer with appropriate vendor if aforementioned is under warranty or separate contract. 1.17 Snow removal on all sidewalk access's to each building in the Washington DC, Norfolk, Va. and in San Diego, CA area of responsibility. All snow/debris/hazards must be clear of entrance ways prior to 0730 of day after incident or immediately after identification of hazard as directed. 1.18 Maintain and record maintenance, operational and performance logs on various facilities systems and equipment and incorporate reports from additional services performed by contractors as provided by the TPOC/COR. 1.19 Provide feedback and recommendations on all facilities issues to the TPOC/COR. 1.20 Assist custodial staff in setting up for special events, distinguished visitors, programs and activities to include cleaning, maintenance, and the orderly appearance of entrances, hallways, and event site as directed by the TPOC/COR. 1.21 Support and promote facility and company standards for superior customer service by exhibiting positive, courteous, and helpful behavior when dealing with all internal and external customers. 1.22 Escort other external maintenance Contractors and other personnel to perform maintenance tasks and visits. 1.23 Monitor outside contractors and other professionals working with the building, assuring satisfactory progress and quality of work at completion and provide status update on progress deficiencies and any issue observed. 2.0 Deliverables: A monthly status report shall be delivered to the Contracting Officer Representative (COR) and Technical Point of Contact (TPOC) covering the full month, delivered by the 10th of the following month to include at a minimum: 2.1 A record of maintenance performed on all equipment, service calls, or maintenance activities. 2.2 Identify equipment requiring replacement of parts during the period and spare parts utilized. 2.3 A narrative statement of maintenance performance results including any problems not resolved and statement of any anticipated operational problems. 2.4 The Contractor shall maintain an automatic historical file for all equipment repairs made. All data to be maintained shall be approved by the COR. 2.5 The Contractor shall to the best extent practicable, utilize existing equipment numbers or barcodes as provided by NAVFAC to better facilitate reporting and communication requirements. 3.0 Maintenance Technician Personnel Qualifications: 3.1 The table below states the requirements for the number of personnel required at each location: Office Location(s) # of Lead Maintenance Technician # of Maintenance Technician(s) MSCHQ Washington Navy Yard, Washington, DC 1 1 MSC-Norfolk Norfolk, VA, including JEBLC and Chetham Annex 1 2 MSC-San Diego San Diego, CA 1 0 3.1.1 Key personnel are those individuals listed below. Minimum personnel qualifications for key personnel, along with desired Specific Areas of Expertise (SAEs), are specified below for each respective labor category. 3.1.2 Lead Maintenance Technician. Responsible for managing maintenance service and repairs in the areas of plumbing, carpentry, painting, plastering, and machinery and electrical services for MSC facilities and maintain accurate electronic records of daily work activities. This person must have knowledge of a variety of maintenance and mechanical tasks, including lead principles and practices, equipment and building maintenance practices, standard safety practices, construction trade work such as carpentry, mechanical, electrical, plumbing, heating, ventilation and air conditioning. This person must have demonstrated excellent verbal and written communications skills must be capable of interacting effectively with MSC, NAVFAC, and other industry personnel. The Lead Maintenance Technician shall leverage his expertise and bring to the attention of the TPOC or COR any practice or procedure executed by other contractors, which in his professional opinion, is deemed not in accordance with industry best practices. These concerns shall be communicated by way of visual documentation, reported readings from instrumentation inherent to the job Qualifications: • Associates degree or equivalent training and/or experience • Eight years of general industry maintenance experience • Certification in any of the Facilities Maintenance Specialty 3.1.3 Maintenance Technician. Responsible for performing repair and maintenance activities and using hand and power tools in a safe and effective manner. This person shall be able to understand and follow oral and written directions; work independently or in a team situation; communicate and effectively interact with MSC personnel and the general public sufficient to exchange or convey information and to give and receive work direction. Qualifications: • High school diploma or general equivalency diploma (GED) and three years of assignment-related maintenance experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as listed above. 3.1.4 Physical Requirements and Working Conditions. Maintenance Technician must possess strength, stamina and mobility to perform physical work, use varied hand and power tools, lift and move materials and equipment weighing up to 50 pounds and heavier weights with the use of proper equipment; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone and/or radio. Must be available for regular standby assignments and work scheduled off-hours and emergency overtime as required. Technicians must be available for short notice calls and assignments during regular or off duty hours. 4.0 Period of Performance: One (1) twelve month base period and two (2) twelve month option periods. 5.0 Contract Type: 5.1 The contract shall be a firm-fixed-price type contract. 6.0 Working Hours and Observance of Legal Holidays: 6.1 The maintenance technicians shall provide full coverage work from 0530 through 1700 Monday through Friday. To ensure there is coverage for this entire period, the Contractor shall ensure if one technician is not working for any reason, a stand-by person will be available for services. Services must not be degraded to allow for vacation or sick leave. 6.2 Personnel shall observe the following listed days as holidays: Washington's Birthday Memorial Day Independence Day Labor Day Veterans' Day Thanksgiving Day Christmas Day New Year's Day Columbus Day Martin Luther King Day 6.3 In the event the Government facilities are closed due to inclement weather, potentially hazardous conditions, and other special circumstances, Contractor personnel assigned to work within those facilities must report to work at the discretion of the COR or TPOC according to the COR's or TPOC's assessment of maintenance requirement or risk of potential damage to the facilities. 6.4 Work requirements will require unscheduled overtime and scheduled shifts on rotation at the discretion of TPOC/COR. Work schedules may be extended, requiring maintenance personnel to go on split shifts (night/day) at the discretion of the government. All overtime must be approved in advance in writing by the COR before it is incurred. In the event that the COR is not available to approve overtime in writing, the COR may give verbal approval, followed by written approval within three (3) business days. Overtime will be paid at the applicable rate. 7.0 Security / Identification of Non-Disclosure Requirements: 7.1 This effort will require access to U.S. Government classified information and facilities. Prior to the start of performance, the Contractor must have a minimum facilities clearance of SECRET. 7.2 The Maintenance Technicians working on-site at MSC facilities MUST have a minimum active SECRET security clearance or an interim SECRET security clearance prior to the start of performance. 7.3 Security requirements are described in the Department of Defense Contract Security Classification Specification DD254 (Attachment B). Blocks 6 and 7 of that form will be finalized following award. 7.4 All personnel performing work on-site at Government locations shall be United States citizens. 7.5 The Government shall provide the Contractor access to all areas as necessary to support contractor performance. 7.6 Contractor personnel must adhere to the below directives at all times during the performance of this contract. • SECNAVINST 5510.30B of 06 Oct 2006 titled, "Department of the Navy Personnel Security Program Instruction" • SECNAVINST 5510.36A of 06 Oct 2006 titled, "Department of the Navy (DON) Information Security Program (ISP) Instruction" • DOD 5220.22-M of 28 Feb 2006 titled, "National Industrial Security Program Operating Manual (NISPOM)" 7.7 The Contractor shall comply with all applicable public laws, government regulations, and command procedures regarding privacy. 7.8 At the direction of the Government, upon completion or termination of the Contract, all classified information furnished will be returned to the direct custody of the designated Information Assurance Manager (IAM), or destroyed in accordance with applicable instructions. 9.0 Insurance: 9.1 The Contractor shall possess the appropriate license and insurance as required by the District of Columbia, Norfolk and California when performing this kind of work.
