Description
Past Performance Information, Attachment 3 Statement of Work, Attachment 2 Standard Form 1449 Instructions BACKGROUND The Sector Outreach and Programs Division (SOPD) serves as the Sector Specific Agency (SSA) for the chemical, commercial facilities, critical manufacturing, nuclear, dams and emergency services sectors, as well as the Program Management Office for the Interagency Security Committee. SOPD also support cross-sector training and education under the National Infrastructure Protection Plan (NIPP) for all SSAs. The SOPD develops, coordinates, and implements programs to help achieve the federal government's vision for security of the chemical, commercial facilities, critical manufacturing, nuclear, dams and emergency services sectors by effectively reducing vulnerabilities and consequences of attack to acceptable levels using risk-based assessments, industry best practices, risk-based protective measures, and comprehensive information sharing between industry and government. Vision To be the Nation's recognized leader for establishing safer, more secure, and resilient critical infrastructure and key resources. Mission To enhance the resiliency of the Nation by leading the unified public-private sector effort to ensure its assigned critical infrastructure sectors are prepared, more secure, and safer from terrorist attacks, natural disasters, and other incidents. The Dams Sector includes all dams, locks and levees either owned or operated by the federal, state, and local government, public utilities or privately held. The Commercial Facilities sector comprises of diverse private organizations whose livelihood affects public confidence, safety and economic security. Commercial Facilities include, but are not limited to, commercial centers; sports leagues; theme and amusement parks; academic facilities; stadiums, arenas and convention centers; hospitality and entertainment facilities; commercial office facilities; multi-family facilities; and industrial facilities. The Nuclear Sector includes nuclear power plants, research and test reactors, nuclear fuel cycle facilities, radioactive waste management, nuclear materials transport, deactivated nuclear facilities, radioactive material users, and radioactive source production and distribution facilities. The Nuclear Sector does not address U.S. Department of Defense (DOD) and U.S. Department of Energy (DOE) nuclear facilities or radioactive materials associated with defense related activity. The Chemical Sector includes all commercial chemical manufacturing, storage and distributing facilities, chemical industry and Federal, State, local, tribal, and territorial partners. Information is exchanged with the sector via the Chemical Sector Coordinating Council (SCC), Chemical Government Coordinating Council (GCC), The Emergency Services Sector includes all of the nation's first responder community comprised of law enforcement, fire, hazardous materials teams, search & rescue, emergency medical system, emergency management, bomb squads and special weapons assault/tactical operations teams. The Emergency Services Sector is committed to protecting the first responder nationwide by ensuring that emergency response professionals are prepared, equipped, and trained for any situation by bringing together information and resources through sustainable programs. The Critical Manufacturing Sector includes primary metal manufacturing; machinery manufacturing; electrical equipment, appliance, and component manufacturing; and transportation equipment manufacturing. The composition of the Critical Manufacturing Sector attempts to address the sensitivity of individual manufacturing systems and the role of the manufacturing industry in cross-sector operations. The Interagency Security Committee is responsible for developing security standards for all nonmilitary domestic Federal facilities. OBJECTIVE The objective for this contract is to allow the offeror to innovatively manage the projected schedule, performance, subcontracts, and data to provide the program and/or services that satisfies the government's performance requirements. This SOW is tailored to meet the specific program needs. SCOPE The scope of this requirement is communications, outreach and awareness, and, training program support activities for all SOPD branches.
