RFI Document Specification 02 Specification 01 Vendor Questionnaire Request for Information / Industry Day for the MTVR - Auxiliary Power Unit (APU) This announcement constitutes a Sources Sought Synopsis for market research. This is NOT a Request for Proposal. This Request For Information (RFI) is to be used for information gathering and planning purposes only. The Marine Corps Systems Command (MARCORSYSCOM), Quantico, VA, and the Program Executive Officer Land Systems (PEO LS) Program Manager Medium and Heavy Tactical Vehicles (PM-M&HTV), Quantico, VA, are seeking information from industry on an Auxiliary Power Unit (APU) for the Medium Tactical Vehicle Replacement (MTVR) truck. The APU (3 - 10kW) is a major subassembly to the MTVR and will be integrated onto the chassis of the MTVR truck to provide electrical power for on-board MTVR electrical functions and provide power to ground equipment. The APU shall be integrated on an AMK-27 MTVR with all Government Furnished Equipment (GFE) assembled on the vehicle. The APU will consist of: 1) Prime Mover 2) Electrical control system with Control Panel, 3) Generator bolted to prime mover, 4) APU mounting bracketry with motor mounts 5) Air Intake plumbing with air filter and pre-cleaner 5) Exhaust plumbing 6) Fuel/Power Interface Plate 7) Electrical cabling. MARCORSYSCOM and PM M&HTV request information on APU's that meet requirements as stated in DRAFT Performance Specification #MCVIEC-PS-MTVR-APU_SUB-1 and MCVIEC-PS-MTVR-APU-SUB-2. Interested vendors are asked to complete attached questionnaire and are invited to attend an Industry Day commencing on Dec 11 at MCB Quantico. This RFI is intended to provide the Government with information required to prepare a planned solicitation for the MTVR APU for a limited procurement, including gaining a better understanding of the current state of technology in this area. The APU will generate and transmit power to the Fuel/Coolant (FP) Interface plate and provide circuit protection against reversed polarity, over voltage and engine overspeed. The APU shall pull fuel from the MTVR fuel tank and shall interface with the MTVR batteries for starter power. The APU system shall include a control panel mounted inside the MTVR cab which allows the vehicle operator to utilize the APU from inside the MTVR cab. An Industry Day is planned for 11 December 2012 at Marine Corps Base Quantico, Technology Demonstration Support Area (TDSA), 2800 George Mason Road, Quantico, Virginia, 22134. Industry is invited to view a fully integrated Medium Tactical Vehicle Replacement (MTVR) in order to prepare a response for this solicitation. The Industry Day will include a Government Briefing to industry and a Question and Answer (Q&A) session. Detailed Instructions for registering for Industry Day are attached to this announcement. Firms possessing the capabilities to accomplish this requirement are invited to submit the attached questionnaire (MCVIEC-PS-MTVR-APU_VQ-1). Proprietary information submitted in response to this synopsis will be protected when clearly identified as proprietary. Responses to this RFI should be mailed or delivered via FEDEX, UPS, or DHL to the following address no later than 3:00 p.m. EST, 4 January 2013. No phone calls will be accepted: MARCORSYSCOM, Attn: Randall Jewett (MCSC), 2200 Lester Street, Building 2204, Quantico MCB, VA 22134. Submissions in response to this RFI will be accepted from 15 December 2012 to 4 January 2013. All submissions become Government property and will not be returned. MARCORSYSCOM/PEO LS representatives may or may not choose to meet with vendors following RFI closure. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. Questions regarding this announcement shall be submitted in writing by e-mail to Randall Jewett, Contract Specialist, at Randall.jewett@usmc.mil. Verbal questions will NOT be accepted. Questions will be answered by posting answers to Federal Business Opportunities (FedBizOpps) website, accordingly, questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after 3:00 p.m. EST, 4 January 2013 will be answered. This request for information (RFI) is for planning purposes only and is NOT to be construed as a Request For Proposal (RFP) or as an obligation on the part of the Government to enter into a contractual agreement, nor will the Government pay for any information solicited. Further, the Marine Corps Systems Command is not at this time seeking proposals and will not accept unsolicited proposals. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offeror(s) to monitor the site for additional information pertaining to this requirement. INDUSTRY DAY Marine Corps Systems Command (MARCORSYSCOM) PEO Land Systems Medium and Heavy Tactical Vehicles Industry is invited to view a fully integrated Medium Tactical Vehicle Replacement (MTVR) for the purpose of gathering information in order to respond to this RFI. Please provide appropriate identification when you arrive. Identification can be a Common Access Card (CAC), U.S. issued drivers license or Passport. The Industry Day will be UNCLASSIFIED with information that is ITAR restricted. Pre-registration is required NO LATER THAN 3:00 PM EST on 5 December 2012. Check-in for the Industry Day begins at 9:00 AM on 11 December 2012, followed by a Government briefing session at 10:00 AM, vehicle presentation at 11:00AM and question and answer periods. Question and answer periods will be scheduled based on the number of attendees and shall be anonymous.
