- Attachment 1 (Neat ATJ Fuel Properties / Characteristics) ALTERNATIVE FUELS PROGRAM SOLICITATION WRIGHT PATTERSON AFB (OH) / SOUTHWEST RESEARCH INSTITUTE, SAN ANTONIO, (TX) The Government has a requirement for 3,650 U.S. gallons (USG) of Alcohol to Jet (ATJ 8), and an option quantity of 12,500 U.S.G for Wright Patterson AFB (OH) / Southwest Research Institute, San Antonio (TX). The contract will be FOB Origin or FOB Destination into Drums and/ or Barrels. The ordering period will begin date of award and end September 30, 2013. The delivery period will begin date of award and end September 30, 2013, plus a 30-day carryover. The contract will be sole sourced to Gevo Inc. and the statutory authority permitting the restriction to sole source is 10 U.S.C.2304(c)(1), which allows the Government to use procedures other than competitive procedures when "...the supplies or services required by the agency are available from only one responsible source......." Under solicitation SP0600-11-R-0703, Gevo Inc. was the only technically acceptable offeror. Gevo Inc. was also the only contractor to make an offer for ATJ 8 under solicitation SP0600-12-R-0710. Market research was unsuccessful in identifying any other suppliers able to meet the quantity and schedule requirement. Any interested party that would like to offer on this requirement should provide independent lab tests proving that the product meets specification, and should outline their production capabilities to show that the fuel can be produced within the required time period. Materials. ATJ fuel requested under this procurement shall consist predominantly of n-paraffins, iso-paraffins, and cycloparaffins and shall be produced solely from alcohols which have been subsequently dehydrated to olefins, oligomerized and hydroprocessed into jet fuel range hydrocarbons. The chemical and physical requirements of the finished ATJ fuel shall conform to those listed in Table I of Attachment 1 (Neat ATJ Fuel Properties / Characteristics).
