- Amendment 01, dated 20 November 2012: The below information has been revised, and the submittal date has been extended to 30 November 2012. Yemen Light Observation Aircraft Request for Information (RFI) The Naval Air Systems Command (NAVAIR) is conducting a market survey for sources capable of providing up to twenty five (25) Light Observation Aircraft for the Government of Yemen. Potential offerors should also have the capacity to deliver the aircraft to Yemen and provide for airworthiness, pilot/maintainer training in country, Field Service Representatives (FSRs) and an initial provisioning allocation of spares parts and ground support equipment. The Aircraft desired shall have the following characteristics: *COTS Design *Piston Engine *Pusher Prop or other configuration *High Wing *Tail Dragger *FAA certified with an EO/IR sensor and downlink *2 seat side by side configuration *Single Pilot/IFR rated *Austere environment landing/takeoff capable The Aircraft desired shall meet or exceed the following performance characteristics: *Max cruise 108kt (200km/h) *Normal cruise 100kt (185km/h) *Minimum patrol speed 65kt (120km/h) *Initial climb 1085ft/min (330m)/min *Service ceiling 15,250ft (4648m) *Takeoff run 870ft ( 265m) *Landing roll 655ft (199m) *Range with reserves at normal cruise 570nm (1056km) *Endurance with reserves at minimum patrol speed 6hr 30min. The Aircraft desired delivery schedule: *Request for delivery of 25 aircraft in <24 months. REQUEST FOR INFORMATION: THIS IS NOT A SOLICITATION; The United States (U.S.) Navy is not obligated to make an award as a result of this request. This Request for Information (RFI) is for informational and planning purposes only and does NOT constitute an Invitation for Bid, a Request for Quotation (RFQ), or a Request for Proposal (RFP), and it should not be construed as a commitment of any kind by the U.S. Navy to issue a formal solicitation or ultimately award a contract. The information received in response to this RFI is for informational planning purposes only and does not mandate or impose requirements. The U.S. Navy is in no way liable to pay for or reimburse any company or entity that responds to this announcement. Submitting information for this announcement is voluntary, and participants will not be compensated. The lack of response will not exclude you from any future procurement that might occur. Your response to this RFI does not constitute the start of negotiations. It is desirable that data be received with unlimited rights to the Government. However, it is recognized that proprietary data may be included with the information provided. If so, clearly mark all proprietary information as such. No solicitation document exists and formal solicitation may or may not be issued by the U.S. Navy as a result of the responses to this RFI. This information is subject to amendment as requirements may change and the future year budgets are not yet approved. Vendors and interested parties are encouraged to submit a White Paper, indicating their interest in and capability to meet this procurement and the desired delivery of the aircraft in less than 24 months, before 9:00am (est) on 30 November 2012. All white papers must be unclassified. Each White Paper is limited to a total page count of twenty (25) pages. White papers should be submitted electronically to the Contracting Officer, Shanna Cermak at shanna.cermak@navy.mil. The subject line for the email submission should read: RFI: Yemen Light Observation Aircraft, YOUR COMPANY NAME. No telephonic or fax inquiries or requests will be honored. Provide a statement as to whether or not your company is considered a small or large business. Please also indicate any socioeconomic classification (8(a), Woman-Owned, Veteran-Owned and Operated, Service-Disabled Veteran-Owned, Operated business, or HUB-Zone) that applies.
