- USACE, Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to Decision Partners, LLC., 313 E Carson St, Pittsburgh, PA 15219-1202 to facilitate meeting on technology transfer, technical competence, and knowledge management in Environmental Laboratory. Decision Partners recently completed a study designed to identify how to improve performance in technology transfer and adoption, technical competence and knowledge management at ERDC by conducting formal behavioral decision research using the mental modeling approach. The results of this research will be used to produce concrete recommendations for improving technology performance across USCAE. Decision Partners LLC has significant experience in helping USACE and ERDC in similar workshops; they have facilitated at least 6 meetings for ERDC over the last 3 years. Decision Partners is the only commercial company offering Mental Modeling-based facilitation according to our knowledge. The unique knowledge on USACE and ERDC acquired by Decision Partners through this project and previous engagements with ERDC is crucial for the success of this meeting since the theme of the meeting and discussions will build on the previous work conducted by Decision Partners. Therefore Decision Partners LLC, is the only company that can provide the required services. The Government intends to procure from only one source under the authority of FAR 13.106-1(b), Only One Source. This will be a commercial acquisition using procedures per FAR 12. This is not a request for competitive proposals and no solicitation is available. All responsible sources may submit a capability statement, proposal, or quotation to the Contract Specialist by 11:00 AM CST, Wednesday 26 September 2012.
