- Sources Sought No. W911S213 Afghan Dari/Pashto Language Immersion Training Project Title: Afghan Dari/Pashto Language Immersion Training NY, New York The Mission and Installation Contracting Command, Fort Drum, New York, has a requirement for Afghan Dari/Pashto Language Immersion Training for 60 soldiers. This is not a Solicitation Synopsis and not a Request for Quote. THERE WILL NOT BE A SOLICITATION AVAILABLE AT THIS TIME, and does not obligate the Government to any contract award. The purpose of this Sources Sought Synopsis is to determine interest and capability of potential qualified Small Businesses. The North American Industry Classification Code (NAICS) 611630 (Language Schools) and the Small Business Size Standard is 7 million dollars. The Government will use responses to this Sources Sought Synopsis to make an appropriate acquisition decision about soliciting this project. Afghan Dari/Pashto Language Immersion Training: Basic Services: The Contractor shall plan, develop, and execute an Afghan Dari/Pashto cultural training experience in an ethnic Afghan urban community. The Afghan languages Dari and Pashto will be spoken by students to the greatest extent possible during all interactions with Contractor advisers and within all tasks. Prior to all tasks, the Contractor will set expectations for the training event and will provide supporting documentation of training for all tasks, conditions, and standards. Documentation will include description of day's events, likely vocabulary, menus, etc. An after action review between Contractor advisors and Soldiers will be completed at the conclusion of each task. Task 1: Develop and execute an unscripted Afghan social event. The Contractor shall designate a training venue which provides unbiased and unscripted conversations and interactions with persons with Afghan Dari or Afghan Pashto language speaking proficiency. The Contractor shall ensure that the event is goal-driven with service members given specific information to gather from amongst the group of persons selected for them to interact with and generate discussion. The Contractor shall provide a worksheet to all service members consisting of questions to be answered by interacting with the available personnel. At the conclusion of this event, Soldiers should be able to articulate what they have gained from the experience, what skills they need to improve upon to make the experience more successful, and be able to train fellow Soldiers on cross-cultural interactions with Afghan natives in social settings. Task 2: Develop and execute one traditional Afghan family-style meal The Contractor shall designate a location and provide either through a sub-Contractor or directly traditional Afghan cuisine typical of an Afghan family meal. The Contractor shall ensure that all food products meet USDA and state food handling laws and regulations regarding food products safe for human consumption. At the conclusion of this event, Soldiers will have an understanding of a typical Afghan menu and be able to accurately advise fellow Soldiers on menu choices as well as cultural expectations during an Afghan family meal. Task 3: Demonstrate and discuss Afghan familial interactions between a traditional extended Afghan family group The Contractor shall provide service members an interactive example of a traditional extended Afghan family group. Group shall include at least two family members outside of a traditional nuclear family unit (father, mother, children). Service members must be able to engage family group in Afghan Dari or Pashto to discuss Afghan familial development. The Contractor shall provide written and verbal discussion points explaining the historical development of the current extended Afghan family. Discussion points must be written and spoken in both Afghan Dari and Pashto Upon completion of this task, Soldiers will be able to complete talking point worksheets (provided by Contractor) outlining the familial structure, development and cultural family traditions. Soldiers will be able to train fellow Soldiers on traditional Afghan customs, courtesies, and family structure of a typical Afghan family within Afghanistan. Task 4: Organize and execute an example of Afghan business practices The Contractor shall facilitate service members' interaction and participation in Afghan business practices to include negotiation for goods and discussion of traditional Afghan economic ventures. Soldiers will be able to demonstrate cross cultural understanding and language proficiency with a variety of vendors conducting business in an ethnic marketplace within the chosen Afghan community. Soldiers will not be required to fund business transactions through personal funds. If an award is made it will be made on the basis of Best Value, Technically Acceptable and Price. IAW FAR 13.106-1 (a) (2) and 13.106-2 (b) (4) (ii). The Government will reserve the right to conduct an inspection prior to the award being made. The following information is required: 1. Must be or able to be SAM registered within five days of this notice. Responses must be received no later than 10:30 a.m. eastern time, on 21 November 2012. RESULTS INFORMATION: Respondents will not be notified of the results of the evaluation. Firms responding to this Sources Sought Synopsis, and failing to provide ALL of the required requested information will not be used to help the Government make the acquisition decision, which is the intent of this Sources Sought Synopsis. If a solicitation comes as a result to this Sources Sought Synopsis it will be posted on Army Single Face to Industry (ASFI) https://acquisition.army.mil/asfi/.
