- The U.S. Army, Army Contracting Command (ACC) Joint Armaments (JA), Picatinny Arsenal, NJ 07806-5000, on behalf of the Individual Weapons Branch, Small Arms Division, Picatinny Arsenal, NJ 07860, is conducting market research to locate capable firms interested in entering into Blanket Purchase Agreements (BPAs) with the US Government. Interested sources shall be capable of providing service, repair, calibration, maintenance, spare parts and accessory purchases, and overall technical support of the Konica Minolta Range 7 3D laser scanning system. It is preferred that all the service be conducted on site, at Picatinny Arsenal. This equipment and service is mission critical for supporting projects related the small arms systems. The equipment and services will be used to support weapon and ammunition engineering and evaluation which consist of measuring component dimensions, generating three dimensional models, and determining variations between production and nominal models. All service and maintenance must be specific to the Konica Minolta Range 7 3D scanning equipment. All service, maintenance and delivery shall be completed within 14 calendar days of request. This synopsis is open to all business concerns; however, in accordance with FAR 19.501, the Governments intent is to establish Blanket Purchase Agreements (BPA's) with small businesses. In the event there aren't enough responses from responsible, capable small businesses, then large business responses will be considered. The work performed under this award and resulting orders will be either located at Picatinny Arsenal, NJ, Benet Laboratories at Watervliet NY, and ACC-New Jersey at Ft. Dix, NJ. All interested and potential firms must be registered in System for Award Management (SAM) in order to receive an award. Registration in SAM in no way guarantees that a contract or assistance award will be awarded. Please visit the SAM website https://www.sam.gov/portal/public/SAM/ to register. Interested Offerors should submit their capabilities/qualifications, brochures/literature by December 6, 2012. Please include company name, address, telephone number, and technical point of contact, and size of business. Submissions shall not exceed 5 pages (8 x 11 inches), not including pictures and brochures. All information marked {Proprietary to company name} will not be disclosed outside of the Department of Defense. NO TELEPHONE INQUIRIES WILL BE ACCEPTED. This notice does not constitute a formal Request for Proposal (RFP), nor is the government obligated to issue an RFP. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this survey. The Government may enter into one or multiple Blanket Purchase Agreements as a result of this notice.
