- Naval Air Systems Command (NAVAIR) intends to award a Sole Source Firm-Fixed Price contract to The Boeing Company 4615 South Oliver Wichita KS 67210-1614, for engineering support services to update the configuration of the E-6B Take Charge and Move Out (TACAMO) Mercury aircraft Brake Collar Assembly, pursuant to the authority provided in 10 U.S.C. 2304(c)(1), as implemented in Federal Acquisition Regulation (FAR) 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Under the proposed contract, Boeing shall provide engineering services for investigating, analyzing, updating and documenting the E-6B Brake Collar assembly and defining the configuration. Boeing shall also provide engineering and logistics expertise to evaluate all technical and support requirements necessary to develop the configuration change of the Brake Collar assembly for manufacture, tracking, stocking repairing and dispositioning of the assembly. The Navy's E-6B aircraft is a derivative of the Boeing 707 commercial airliner. As the OEM, Boeing developed and procured all aircraft components for use on the aircraft and is the sole owner of the proprietary data used to design and build the aircraft. The Navy did not procure data rights for the aircraft components and depends on ongoing maintenance contracts with Boeing either directly or indirectly, to procure, repair or replace aircraft level assemblies. Since the 707 is an out of production aircraft, data only exists with the OEM to provide any updates necessary to integrate new technology with the legacy aircraft systems. A Solicitation is not available at this time. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Agency.
