Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at https://www.fbo.gov, and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a contract with Parvus Corporation, 3222 S. Washington Street, UT 84115 for Power Supplies. This will be a five-year Indefinite Delivery Indefinite Quantity contract for a min/max of 60/800 units over a five-year period. The contract will be issued as a 5 year IDIQ Firm-Fixed Price contract with delivery terms of 30 days after contract award. Delivery will be FOB destination to NSWC Crane with inspection and acceptance at destination within 30 days of receipt. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The basis for restricting competition is that these Power Supplies are built specifically for the requirements of the U.S. Navy and U.S. Marine Corps. Parvus is the manufacturer of the ACS-5161-50 Power Supply and the existing designs and drawings are their proprietary information. Establishing alternative sources will result in unacceptable duplicative cost to validate the alternative Power Supply, including revalidate and possibly redesign the Next Generation Software Loader hardware and software to communicate and interface with the new unit. The new Power Supply would have to be exposed to environmental testing involving temperature and moisture in both operational and stored conditions. Additionally, the new Power Supply would have to be retested for functionality on the aircraft, thus consuming valuable mission time for the aircraft and incurring considerable costs. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps and NECO. It is the responsibility of interested vendors to monitor FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. The solicitation will be available for download on or about DEC 13 2012. Closing date will be on or about JAN 15 2013. No hard copies of the solicitation will be mailed. Offers must be submitted in the format specified in the solicitation to be considered.
