Description
This is a Sources Sought Synopsis announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. This is not a solicitation for proposals and no contract shall be awarded from this synopsis. The information received will be used within the Air Force to facilitate the decision making process and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. Respondents will not be notified of the results of the survey. Ramstein Air Base, Kaiserslautern, Germany is seeking sources with current relevant experience, personnel and capability to perform a painting IDIQ, Firm Fixed Price (FFP) construction contract on federal facilities in and around the Kaiserslautern Military Community. These projects are intended to provide on-going painting/wall covering requirements. The work includes, but is not limited to, a broad range of maintenance, repair, and minor construction work for various real property facilities. The aforementioned general description of work does not, in any way, limit the responsibility of the Contractor to perform all work and furnish all labor, materials, tools, equipment, transportation, quality control management and supervision necessary to complete all operations required. All aspects of construction shall be completed and ready for use in accordance with the technical provisions (specifications) and applicable drawing plans of these projects. The work to be performed in connection to this project includes, but is not limited to the following: 1. Storm water plumbing work 2. Earthwork 3. Exterior masonry, plaster, concrete, stucco, wood, and metal repair work 4. Exterior painting of masonry, plaster, concrete, stucco, wood, metal sheet metal surfaces 5. Interior masonry, plaster, concrete, stucco, wood, and metal repair work 6. Interior painting of masonry, plaster, concrete, stucco, wood, metal sheet metal surfaces 7. Hardware, signs, light fixtures, masonry surfaces, door/window frames, balconies and similar items shall be covered, protected or removed during the performance of work and returned to their original condition after work completion 8. All work required for the installation of exterior and interior thermal insulation 9. All work required to install a splash guard around the perimeter of the facility, including detail work around obstructions The North American Industry Classification System (NAICS) Code is 238320 Painting/Wall Covering Contractors. Any resultant contract will be a Firm Fixed Price (FFP) contract. Interested parties should submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than close of business - 4:30 PM Central European Time (UTC+1) on 14 December 2012. Oral communications ARE NOT acceptable in response to this notice. Sources shall include in their information: a detailed capabilities statement detailing their experience within the past three years of same or similar work described in this notice, point of contact with phone and e-mail information, business status, and a positive statement of interest to submit a proposal. In order to receive an award from any resultant solicitation, should one be issued, the successful offeror must be current/active in the System for Award Management (SAM). The SAM website is: http://www.sam.gov/. Submission of any information in response to this sources sought notice is completely voluntary. Once again, no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests.
