- Special Notice: Notice of Intent to Sole Source Evidence-Based Medicine & Evidence-Based Management Conference This notice of intent is informational only and is neither a request for quote nor a solicitation of proposals. However, parties identifying their interest and capability to respond to the requirement must show clear and convincing evidence within fifteen (15) calendar days that competition would be advantageous to the Government. Interested sources must submit technical capabilities and any other information that demonstrates an ability to meet the agency's needs. A determination by the Government not to compete the proposed procurement based on the responses is solely at the discretion of the Contracting Officer. Be advised that costs incurred with responses are at the contractor's discretion and the Government will not provide reimbursement for such costs. Information can be sent to Wendy Kwong, email: Wendy.Kwong1@va.gov. All responses must be received no later than 2:00 pm/Eastern Standard Time on 30 November 2012. No telephone or mail inquiries will be accepted. The Department of Veterans Affairs intends to solicit with only one source, under FAR authority 6.302 for commercial items with Emergency Care Research Institute (ECRI), 5200 Butler Pike, Plymouth Meeting, PA 19462-1298. ECRI is providing an expert conference that specializes in evidence-based medicine and evidence-based management in policy and practice pertaining to the examination of systemness within healthcare delivery. The conference provided by ECRI is considered unique based on their comprehensive reporting and independent insight into the US healthcare system procedures and adverse event incidence which conveys strategic relevance of the examination design needed to develop questions for speakers. ECRI has proprietary rights to the applied research information and is an independent, nonprofit organization. Substantial duplication of cost to the Government is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements would occur. FAR Part 6.302-1(a) allows for the procurement of items through other than full and open competition; applicable when the agency's minimum needs may only be satisfied by a service that is unique and available from only one responsible source. ECRI is the only known local source available to satisfy this current need.
