Description
Pre-solicitation Synopsis The US Environmental Protection Agency (EPA), Office of Air and Radiation (OAR), Office of Transportation and Air Quality (OTAQ), National Vehicle and Fuel Emissions Laboratory (NVFEL), located at 2565 Plymouth Road, Ann Arbor, MI has a requirement for Garment Services. The object of this requirement is for a contractor to provide a variety of new Shop Coats, Lapel Coats, Laboratory Coats, Aprons and Coveralls, to include laundering, maintenance, pick-up and delivery of same. All garments are to be leased. The contract is anticipated to consist of one (1) base year, with four (4) one (1) year option periods. The applicable NAICS code is 812332, Industrial Launderers; the size standard is $35.5M. The contractor shall be responsible for providing sufficient items to allow for any one type of garment to be worn and one being laundered at any given time. Laundering is to occur on a weekly basis, to include pickup and delivery, and to perform any maintenance required to keep the garment in good condition. The contractor shall be required to provide name tags on all garments; the U.S. EPA will provide EPA emblems to be attached by the contractor to each garment. This acquisition is being conducted under Federal Acquisition Regulations (FAR) Part 12 and 13 and other FAR parts as applicable. A Firm-Fixed-Price contract will be issued. Contract award will be made using Best Value to the Government. This is a full and open competition requirement. All prospective offerors are required to be registered in the System for Award Management (SAM) system in order to be eligible for contract award. It is anticipated that the complete RFQ will be posted on or about November 30, 2012 on FedConnect at the World Wide Web (www.fedconnect.net). It is the responsibility of the offerors to monitor the FedConnect website for changes or updates. No hard copies will be available.
