Description
REQUEST FOR INFORMATION (RFI) Comprehensive Assessment of VA's Orthotic and Prosthetic Services The Department of Veteran Affairs (VA) is issuing this Request for Information (RFI) in accordance with FAR 15.201(e) to gather capabilities and market information pertinent for acquisition planning. The agency does not intend to award a contract through this RFI. The responses to this RFI may contribute to the development of a solicitation and contract. DESCRIPTION OF REQUIREMENT The VA seeks to obtain advisory and technical consultative services to conduct a comprehensive assessment of VA's Orthotic and Prosthetic (O&P) services. The comprehensive assessment will include: evaluation of current O&P capabilities within VA; assessment of Veterans' needs regarding O&P services; identification and assessment of success, gaps, and risks; and, recommendations for maximizing opportunities and becoming a leading O&P service organization. Scope: The scope of this requirement is to conduct a comprehensive assessment of VA's O&P services to include evaluation of current O&P capabilities within VA, assessment of Veterans' needs, identification and assessment of success, gaps, and risks, and recommendations for maximizing opportunities. Background: Veterans Health Administration (VHA) is the leading provider of O&P services with more than 60 locations for the custom fabrication and fitting of the latest state-of-the-art O&P componentry. VHA also contracts with more than 600 vendors with accredited O&P providers to ensure access to care is near the Veteran's home. VHA is fully committed to providing optimal care and cutting-edge orthotic and prosthetic technology to Veterans with needs. In March 2012, VA Office of Inspector General (OIG) audited VHA's management and acquisition of prosthetic limbs and provided recommendations. One of the OIG findings was that VA does not have a good understanding of current capabilities of their O&P services, or if VA is sufficiently meeting the needs of Veterans through the combination of VA services and contracted care. Based on this finding, OIG recommended that VA identify and assess the adequacy of VA's in-house fabrication capabilities for prosthetic limbs. In order to ensure that VA provides high quality and cost efficient O&P services, VA intends to assess: (1) the adequacy of in-house fabrication capabilities, (2) Veterans' O&P needs, and (3) the capabilities and capacity of VA's O&P services as a whole. VA OIG Report can be found at: http://www.va.gov/oig/pubs/VAOIG-11-02254-102.pdf Tasks to be performed by the selected Contractor: The Government is contemplating the solicitation and award of a single contract or task order to conduct a comprehensive assessment of the VA's O&P services and perform tasks and provide the deliverables listed below. The intent is for the Contractor to take a comprehensive and evidence-based approach to assess O&P services. The Government anticipates the Contractor to have extensive knowledge in O&P, VA systems, and program evaluation skills to successfully perform this service. Tasks: Task 1: Evaluation of the capabilities of VA's O&P services: "Develop a searchable database/tool on O&P services workforce "Develop an O&P service staffing model "Evaluate O&P current workforce "Review and make recommendations regarding workload data and data system "Evaluate the capacity and capability of VA's O&P facilities and infrastructure "Identify and recommend outcome and performance measures for O&P services Task 2: O&P needs assessment: "Conduct a population-based assessment of Veterans' O&P needs and identify gaps "Develop methodology for determining the location of VA O&P services as well as the adequate number of local contracts to ensure maximum coverage "Develop timeliness standards for the delivery of various O&P items to Veterans "Provide O&P service utilization trend and projections "Identify and make recommendations regarding measures for assessing patient satisfaction Task 3: Cost analysis: "Analyze and make recommendation regarding in-house fabrication cost and methodology "Develop a make-or-buy analysis tool for O&P services "Analyze and make recommendations regarding the reimbursement structure Task 4: Build and sustain a leading O&P service organization "Provide recommendations on overall organizational structure (alignment and integration within VA central office, as well as at the medical center level) "Conduct an impact analysis of joint Prosthetic and Sensory Aids Service (PSAS) and O&P services structure on areas such as inventory management, management structure, and purchasing "Conduct an assessment and make recommendations regarding efficiency, best practices (success), gaps, and risks "Review and make recommendations regarding current policies governing O&P services, and strategies for communication and implementation in the field SUBMISSION INSTRUCTIONS THERE IS NO SOLICITATION AT THIS TIME. This RFI does not constitute a request for proposals. Submission of any information in response to this RFI is purely voluntary. The Government assumes no financial responsibility for any costs incurred. Please respond to this RFI by answering the questions below (include question number along with the responses): 1.Describe your familiarity and experience with the field of Orthotics and Prosthetics, VA's Orthotic and Prosthetic (O&P) services, and VA health care system. 2.Describe how you would apply industry standards and best practices for conducting a comprehensive program assessment necessary to maintain and sustain large and complex health care services. 3.Applying the standards and best practices described above, describe what you consider to be the tasks required to provide a comprehensive assessment of the O&P services within VHA. 4.Describe what you consider to be appropriate evaluation factors for the solicitation that will result in achievement of the tasks and objectives described above. 5.Submit additional information that VA should consider including in a solicitation that you regard as adding value in conducting a comprehensive assessment of O&P services. 6.Submit estimated cost to perform the services listed above along with supporting information, such as possible labor categories and estimated hours. 7.Provide recommended North American Industry Classification System (NAICS) code(s) for this requirement with supporting rationale. 8.Provide your business status (women-owned, veteran-owned, etc.). Considering the recommended NAICS, indicate your business size. 9.If you are a Federal Supply Schedule holder and feel a particular schedule would be appropriate for this acquisition, please provide the schedule name and your schedule contract number. 10.Please submit any other information that VA should consider to successfully solicit and compete this contract. Contractors should respond to this RFI via email to Melissa.Maloy@va.gov and Stacy.Ditto@va.gov prior to close of business on December 3, 2012. RFI response is limited to 10 pages.
