- This requirement is being procured in accordance with FAR Part 12, Acquisition of Commercial Items and an award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures. This combined synopsis/solicitation is notice that the Fish and Wildlife Service (FWS) has issued a solicitation for a telephone system with installation for the Ecological Services Caribbean Field Office in Boquern, Puerto Rico. A) The Government requires an Avaya (or equivalent/compatible) telephone system that is compatible with the current telephone system provider (Puerto Rico Telephone Company). *For equivalent systems, the vendor must provide comparative documentation/literature to verify similar likeness to the Avaya system. B) The Government currently has a digital switchboard with Prinlux- equivalent software installed. The Government has its own network. The existing switchboard and telephone units will be replaced. The current/existing wiring will be used. C) The vendor shall have full service support located in Puerto Rico and must be able to respond no later than/by the next business day to repair, maintenance, and emergency call requests. Within the proposal/quote offer, the vendor must list/name the local Puerto Rico support staff including the physical address, phone number(s), e-mail address, and local Point of Contact. D) The vendor is required to provide training to the Government staff that will manage the system, and must provide the required access passwords so the system can be programmed over-time as required. E) Minimum one-year equipment/service/installation warranty required (to be included in cost/price submitted). The Contractor is responsible for obtaining any required hauling permits for use of county, state or other public roads. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform work as defined in this Specifications/Work Statement except for those items specified as government furnished property and services. The delivery/complete installation shall be on or about January 18, 2013. Size-standard is applicable. A firm-fixed price commercial contract order will be issued. The proposal(s) will be evaluated based on the following evaluation factors: Factor 1 - Technical Capability to include Work Plan/Technical Approach, Quality Control Plan, Workload Capacity, Staffing and Equipment, and Past Experience; Factor 2 Past Experience/Past Performance; and Factor 3 - Price. The Government will evaluate price for all technically acceptable offers and the lowest priced technically acceptable Offeror will receive an award. * The Government reserves the right to reject offers (without discussions) that are unreasonably low or high in price and as a result, not make an award.
