- Description
- GSA FEDSIM intends to increase the ceiling of the current Infrastructure Support Contract (ISC2) task order (GS00T99ALD0211/GST0009AJM094) in support of the Federal Deposit Insurance Corporation (FDIC) Department of Information Technology (DIT). This task order was competitively awarded to SRA International, Inc 4300 Fair Lakes Court, Fairfax, VA 22033 in September 2009. The ceiling increase modification will utilize the procedures of FAR Part 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The proposed modification ceiling increase will raise the total task order amount from the current ceiling of $457,802,950, to an amount deemed necessary to cover services under the current option period for eight months from January 1, 2013 to August 31, 2013. The ISC2 task order covers the day-to-day operation of FDIC's infrastructure facilities, hardware, software, and systems. ISC2 currently supports 11,757 IT users and 1,159 servers. It primarily supports Operational Security, Client Support/Help Desk, Data Center Operations, Asset Management, and Systems Engineering service areas. ISC2 directly provides the support activities that facilitate FDIC's delivery of software applications by managing the underlying infrastructure, supporting release management, and providing operations and maintenance of the Development, Quality Assurance, Testing, Production, and Disaster Recovery environments. In addition to providing IT administration, management and provisioning services for all FDIC locations, it also provides a mechanism to facilitate the procurement of IT hardware and software resources to meet corporate goals of rapid response during emergencies. The services provided by this task order are a critical component of FDIC's capability to respond to banking surge activities in a timely and secure manner. FEDSIM competitively awarded the follow-on contract to ISC2 (ie. ISC3) on October 12, 2012, utilizing the GSA Alliant GWAC vehicle. As a result, FEDSIM and FDIC anticipated transition completion prior to the expected current ISC2 ceiling exhaustion date of December 31, 2012; however due to a post-award protest received on October 22, 2012 there will be insufficient ceiling to maintain continuity of operations until a successful transition can be executed from ISC2 to ISC3. Due to the time to resolve the protest, this ceiling increase request is projected to cover costs through August 31, 2013. SRA International is the only contractor who can ensure continuity of services with the minimal risk to the Government during this period as they have the infrastructure and staff already in place under an existing task order whose current option does not expire until August 31, 2013. The Government is legally precluded from having these services performed by any other contractor until final resolution of the GAO protest. The final Justification & Approval supporting this sole source action will be posted on FedBizOpps within 14 days after contract modification award, expected to be on or about December 31, 2012.
