- LiveScan Machine Component List The United States Citizenship and Immigration Services (USCIS), Biometrics Division (BD) is conducting market research to identify potential business sources with the authority, capacity, and technical capability necessary to successfully perform the requirements described herein. These services are currently provided by the incumbent, NCS Technologies under DHS First Source Contract HSHQDC-07-D-00028, task order HSSCCG-10-J-00034. The current task order is scheduled to expire February 28, 2013. The subject requirement is to provide Operations and Maintenance (O&M) support for approximately 660 L-1 Identity Solutions LiveScan machines (approximately 440"cabinet" style machines, 100 "desktop" style machines, and 120 "mobile" style machines) all employing TouchPrint 4100 Fingerprint Scanners. The LiveScan machines are physically located at 136 Application Support Centers (ASC) throughout the Unites States and its territories. The LiveScan machines were originally installed between March and June of 2010 and will have met 3yrs out of their 5 year lifecycle at the end of the current contract. The Biometrics Division is seeking O&M support for an additional 2 years, to take the equipment to its End Of Life (EOL). O&M Supports consists of: 1) Technical Support Services that provides hotline support via a single toll- free number in order to support Monday - Friday, 7 am - 5 pm, hours of operation. 2) Remedial and Preventive Maintenance Services - hardware and software maintenance support for the LiveScan systems. a. General Maintenance Requirements - The Contractor would need to provide all necessary personnel, materials, parts, tools, diagnostic and test equipment, technical manuals/publications and other services as may be required for the hardware maintenance support. b. Maintenance support shall include technical troubleshooting, problem resolution and component repair or replacement in order to maintain and keep the equipment covered under the order in full operating condition. c. Software Maintenance - The Contractor would need to be able to alter the LiveScan software (Government does not own the Intellectual Property rights to the software) and be able to remotely load all revised software configurations and table updates down to the individual LiveScan systems from a central location utilizing the USCIS issued laptops and SecureID tokens. d. Hardware Maintenance e. Preventive Maintenance - performed during remedial maintenance calls and/or during a mutually acceptable time agreed to by the Contractor and the Government. f. Remedial Maintenance - identifying the source of an equipment or software malfunction and either repairing or replacing the malfunctioned component or subsystem. The Contractor would need to be able to provide the OEM parts and equipment required for the diagnosis and repair of malfunctioning components of the LiveScan systems so as to minimize the downtime of the systems. Remedial maintenance includes transportation, labor and parts required for return of a malfunctioning system or equipment to full operating condition. Description/Component list of the LiveScan machines are included as an attachment to this notice. This is not a solicitation announcement. No contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. The Government will use responses to this Sources Sought Notice to make appropriate acquisition decisions. Any resultant contract is anticipated to be Firm Fixed Price (FFP) type of contract with one (1) twenty-four month base period; and one (1) six month option period, potentially totaling 30 months. The Performance Work Statement (PWS) requirements fall under the North American Industry Classification System (NAICS) code 811212, "Computer and Office Machine Repair and Maintenance." Interested firms must demonstrate in their qualification statement that they are qualified to perform services under this NAICS code. Firms responding to the Sources Sought Notice are requested to provide USCIS all appropriate documentation (i.e., a qualification/capability statement, written authorization from the OEM identifying the company as an authorized reseller/repair company, and/or relevant past performance history documenting its ability to perform O&M on L-1 Identity Solutions brand LiveScan Systems with TouchPrint 4100 Scanners. Interested concerns who believe they have the capability of providing the required services listed above are invited to submit a qualification/capability statement, including the above described documentation. Responses are limited to 5 pages, excluding any letters of authorization. Responses should be emailed to the point of contact listed in this notice, with the words "LiveScan SSN Response" in the subject line. PLEASE NOTE: Due to server limitations, please limit the size of each email to no more than 2MB. Telephonic and mail/courier responses will not be accepted.
