- Naval Undersea Warfare Center, Division Keyport has a requirement for pickup, transportation and disposal of Otto Fuel II liquid and solid waste. Pickup location is Keyport, WA. Estimated annual quantity is 58000 gallons bulk liquid waste and 250 each 55-gallon drums solid waste. Requirement is for a base year, with four one-year option periods. The Defense Priorities and Allocations System (DPAS) applicable assigned rating for this requirement is DO-S10. Provisions and clauses in effect through the latest Federal Acquisition Circulars will be included in the solicitation. Applicable NAICS code for this requirement is 562211, with a size standard of $12.5 million average annual receipts. This procurement is unrestricted. Solicitation N00253-13-R-0003 will be issued as a request for proposals (RFP) in accordance with FAR Parts 12 and 15 on or about 10 December 2012. The solicitation will be posted electronically via the NECO website at www.neco.nay.mil. Offerors are responsible for downloading their own copy of the RFP and for frequently monitoring the site for any amendments to the RFP. An email request to kathleen.harrigan@navy.mil will be accepted in the event an offeror experiences problems downloading the RFP from the NECO website. No bidders list will be maintained by this office. Failure to respond to the RFP and associated amendments prior to the date and time set for receipt of offers may render the offeror non-responsive and result in rejection of same
