- STSC_Technical Questionnaire 2013_Draft PWS_SETS THIS IS A SOURCES SOUGHT NOTICE Background The 309th Aircraft Maintenance Wing, 517th Software Maintenance Squadron, Software Technology Support Center (STSC) at Hill AFB, Utah is interested in receiving capability statements from qualified prospective suppliers capable of providing Software Engineering and Technology Support (SETS) in accordance with the instructions set forth in this Sources Sought. The current SETS contract, FA8224-12-D-0050 is currently being performed by an 8(a) company with contract expiration 7 Aug 13. The Government is requesting information on the requirements listed below as part of its market research in the interest of obtaining capability statements from 8(a) qualified contractors. The North American Industrial Classification System (NAICS) code is 541519. The small business size standard is $25.5M (annual gross revenue for the last three fiscal years not to exceed $25.5M). Based on the size standard established for the Data Management Organization (DMO), please indicate whether or not your company is small or large. All potential vendors are encouraged to respond. This Sources Sought is to gather information for a contractor provided workforce to provide 36 months of non-personal support services at Hill AFB for STSC's SETS support not to exceed $10M. If your company is a small business concern, please indicate what type of small business. Types of "small business concerns" include small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone, small disadvantaged business, and women-owned small business. If business size is transitioning to other than "Small Business" in the next 260 days, please indicate such. In rendering the foregoing services, outputs may take the form of information, advice, opinions, alternatives, analyses, evaluations, recommendations, training and/or services to complement the Government's technical expertise in accomplishing its mission. The nature of this work will at times require the contractor be capable of quick response to stringent deadlines. The purpose of this Sources Sought is to receive feedback from industry in regard to the following, and is in support of market research. Information is being gathered to determine if more than one supplier has the capability to fully meet the Government's stated requirements. Declaimer This sources sought shall not be construed as a formal solicitation, Invitation for Bids, Request for Proposals, Request for Quotes or an obligation on the part of the Government to acquire any products or services. At this time, there are no funds allocated or set aside for this requirement. Any information provided to the Government is strictly voluntary and at no cost to the Government. Requirements The required support will fall into one of the following categories: Process Improvement Support; Capability Maturity Model Integrated (CMMI) Support; Engineering and Technology Support, Assessments, and Consulting; Training Support: CrossTalk Production; and Just-in-Time Consulting Resource Management. Process Improvement Support Services to provide process improvement consulting, training, and technical direction against a variety of process improvement models and standards (CMMI, iCMM, TSP, PSP, ISO & IEEE, etc.) for the measureable improvement of process and methods of the Software Technology Support Center (STSC) and its Customers. Capability Maturity Model Integrated (CMMI) Support Services to provide CMMI expert consulting services to adapt and adopt new organizational processes; experienced and certified Lead Appraisers in the software or system engineering discipline to successfully execute formal Software Engineering Institute SCAMPI Appraisals and experienced and certified Instructors; all for Development, Acquisition and Services implementation of the CMMI Model, version 1.3. Engineering and Technology Support, Assessments, and Consulting Services to provide experienced and qualified experts in the software or system engineering disciplines for both development and sustainment projects. Services to conduct studies, evaluations, and program assessments and consulting and support on software intensive systems, programs, organizations, and processes. Services to provide recommendations on emerging technologies and their application to support the effective improvement and operation of the STSC and STSC Customer organizations, processes, activities and systems. Training Support Services to provide courseware development and/or update of existing courseware and associated training materials to support engineering disciplines and lifecycle activities. Provide experienced and qualified instructors to assist in successfully executing courses to support the operation of the STSC training function for the internal utilization and STSC customer organizations. In addition, provide oversight of internal SMXG workshops, coaching records, schedules, attendance records, acquisition of course materials, and control of course inventory for the purpose of information and technology dissemination. CrossTalk Production Services to provide bi-monthly production of CrossTalk, The Journal of Defense Software Engineering, for the design, layout and editing of each CrossTalk issue's theme. Provide development of artistic cover art and publish the CrossTalk periodical online and in electronic form complying with the CrossTalk Publication Process and the CrossTalk Style Guidelines (www.crosstalkonline.org). Just-in-Time Consulting Resource Management Services to provide the examination and analysis of STSC customer's requirements and propose a JIT consulting solution and resource, estimate JIT consulting costs and schedules for STSC customer tasks, employ or contract with JIT consulting resources to perform customer related or STSC directed tasks to provide the management of STSC's Just-in-Time Consulting resources. POC's should include individual(s) who is (are) duly authorized in managing any/all technical issues and/or questions, and individual(s) who is (are) authorized in managing any/all contractual issues and/or questions. 6) Type of Company (i.e. small business, large business, educational institution, etc.) 7) Most resent governmental CPAR performance ratings on a similar workload, if applicable. 8) Response to the Technical Questionnaire accompanying this Sources Sought notice. 9) Participants are strongly encouraged to provide information via electronic transmittal (i.e., email message with attachments). Responses to this request for information are requested to be limited to fifteen (15) pages (single sided, 1 inch borders, single line spaced and utilizing Times New Roman font with 12-dot pitch).
