- Attachment 9 Attachment 1 Attachment 12 Attachment 11 Attachment 10 Attachment 2 Attachment 3 Attachment 8 Attachment 7 Attachment 6 Attachment 4 Attachment 5 This is a combined synopsis/solcitation for Emergency Armed Guard Services in the state of NY conducted in accordance with FAR Part 13.5. The Government anticipates awarding multiple BPA's as a result of this solcitiation. BPA's will be competed amongst BPA holders to the maximum extent practicable and BPA calls will be awarded to the vendor that provides the best value to the Government. This solicitation is unrestricted for size standard. However, this solicitation is set-aside for local business who are located or are primarily doing business in the state of New York. There are multiple closing dates for this solicitation: The first closing date is 11/16/12 at 5:30 P.M. The second closing date is 11/17/12 at 1:00 P.M. The third closing date is 11/19/12 at 10:00 A.M. The fourth and final closing date is 11/23/12 at 2:00 P.M. The Contracting Officer reserves the right to make a single or multiple BPA awards at any time. The SOW and terms and conditions are attached to this procurement notice. However, the following is a brief summary of the requirement: Armed Guards - must have valid license and permits, and uniforms. Prior to working, all guards are required to complete a suitability clearance, which will be conducted by the Government. This is a multiple step process. The vendor must have the guard complete a name check form, which shall be submitted to the Government by the BPA vendor. Only upon receiving a favorable clearance back from the Government shall any guard be allowed to work on any subsequent BPA call. The Government strongly recommends completing the name check forms once you receive a BPA as having favorable cleared guards will increase your chances of receiving a BPA call award. There is no guaranteed minimum associated with this/these BPAs. Submission shall be made via e-mail to michael.decrescio@dhs.gov.
