Description
The Cincinnati VAMC has a requirement to perform snowplowing, sidewalk cleaning and salting operations throughout the VA Fort Thomas, Kentucky facility and the Zoo lots leased by the Cincinnati, Ohio VAMC facility. Work shall consist of the plowing; clearing of roads, parking lots, sidewalks, stairs, entryways and gazebos; salting of roads, parking lots, sidewalks, stairs, fire escapes and entryways. The Contractor shall remove and haul snow from designated areas to lakeside locations. Shields Street Zoo Parking Lot has a special porous concrete mix called Pervious Concrete. Snow removal of this lot should be accomplished using a rotary broom. If use of a rotary broom is not possible, snow should be cleared using a plow with a lower edge made of plastic or rubber. Metal plows should be avoided; their blades tend to catch stones (particularly at joints) and cause raveling. Salt used on this lot will not contain any type of debris that may cause a failure of the drainage of this type of concrete (Sand Mix, etc.). Approximate total areas in square feet: estimated square footage is approximately 246,577sq ft. For the purpose of this contract, the estimated frequency of plowing, clearing and sanding for VAMC is 6 storm events - 4' and under accumulation, 4 storm events - over 4'to 10' accumulation, 1 storm events - over 10 to 15'. Snowfall accumulation is defined as the total accumulation of snow as measured from the beginning to the end of a storm event. The Contractor shall take action within one (1) hour from the time of notification by the Contracting Officer's Technical Representative (COTR) or designee to treat traffic surfaces and action shall be continuous until treatment is no longer necessary. Notification can occur at any time, 24 hours a day, seven (7) days a week, including Holidays. This notice is provided for informational purposes only. This acquisition will be solicited pursuant to the Veterans' First Public Law as a Service-Disabled Veteran-Owned Small Business Set-Aside under PL109-41. The SDVOSB contractor is required to perform a minimum of 51% of the work on the project. This does not include paperwork, submittals, etc. NAICS Code 561790/$7.0 million. All Offerors MUST be registered in the System for Award Management (SAM) and VetBiz databases. Potential offerors are responsible for downloading their own copy of the solicitation package, as no paper copies will be furnished. INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. HOWEVER, OFFERORS ARE ADVISED TO CHECK THE SITE FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS. Offerors will need to click on the RFP VA250-13-Q-0076 solicitation in order to download the solicitation documents. This action is 100 Percent (100%) set aside for Service-Disabled Veteran-Owned Small business concerns (38 U.S.C. 8127). Contractor must be registered in VetBiz.gov Vendor Information Pages. The government reserves the right to cancel this solicitation, either before or after closing.
