Warren AFB, WY 82005-2860, UNITED STATES DESCRIPTION This special notice for commercial items is posted as a Request for Quotation (RFQ) in accordance with Federal Acquisition Regulation (FAR) Part 12.203 with consideration given to FAR Part 5.202(a)(13), as supplemented with additional information included within to provide: 0001 - Base Year - Refuse Collection Refuse collection for all 15 Missile Alert Facilities, bi-weekly (390 total pick-ups). Contractor to provide dumpsters and all required equipment. See Performance Work Statement and attachments for more details. Period of Performance: 1 January 2013 - 31 December 2013 0002 - Delivery/Installation/Pickup 1001 - Option Year 1 - Refuse Collection Refuse collection for all 15 Missile Alert Facilities, bi-weekly (390 total pick-ups). Contractor to provide dumpsters and all required equipment. See Performance Work Statement and attachments for more details. Period of Performance: 1 January 2014 - 31 December 2014 1002 - Delivery/Installation/Pickup 2001 - Option Year 2 - Refuse Collection Refuse collection for all 15 Missile Alert Facilities, bi-weekly (390 total pick-ups). Period of Performance: 1 January 2015 - 31 December 2015 2002 - Delivery/Installation/Pickup 3001 - Option Year 3 - Refuse Collection Refuse collection for all 15 Missile Alert Facilities, bi-weekly (390 total pick-ups). Period of Performance: 1 January 2017 - 31 December 2017 4002 - Delivery/Installation/Pickup The RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circulars (FACs) 2005-60. The proposed requirement is FULL & OPEN COMPETITION and applies to the North American Industrial Classification System Code (NAICS) 562111 with a size standard of $12.5M. The Government will make a lowest price technically acceptable award decision IAW FAR Part 13.106-1(a)(2). Quotes shall include pricing information to include unit price and the extended total. To be eligible for contract award or payment from any DoD activity, offerors must be registered in the DoD System for Award Management (SAM) and Wide Area Work Flow Receipt and Acceptance (WAWF-RA) websites. Information on SAM registration and annual confirmation requirements may be obtained by calling 1-888-227-2423, or by registering via the SAM website at http://www.sam.gov/. Information on WAWF-RA registration may be obtained by calling 1-866-618-5988, or by registering via the WAWF-RA website at https://wawf.eb.mil/. The WAWF-RA Invoicing System is now mandatory for use. There are no charges or fees to use WAWF-RA, and allows monitoring of your payment status online. Contractors must also submit their representations and certifications at the SAM website. There will be no paper copies of the RFQ notice available. The Government will not reimburse any interested parties for monies spent to provide a response to the subsequent RFQ notice. Responses to this notice must be submitted in writing within the time allowed. Any questions in regards to this notice must be submitted in writing, via e-mail, or facsimile to the Contracting Officer or Contract Specialist listed under the Point of Contact. QUOTES ARE DUE NOT LATER THAN 14 DECEMBER 2012, 6:00 P.M., MOUNTAIN TIME. OFFERORS ARE ENCOURAGED TO SUBMIT QUOTES ELECTRONICALLY TO THE POINT OF CONTACT LISTED.
