- Questionairre to be returned 1. The US Army Engineering and Support Center in Huntsville (CEHNC), is issuing this sources sought in order to perform market research primarily to determine if firms possess the capability to execute the requirements of an anticipated formal solicitation with a estimated contractual capacity of $400-800M. This sources sought is not a REQUEST FOR PROPOSALS nor does it restrict the Government as to the ultimate acquisition approach. Therefore, we invite any size business concerns to provide a capability statement in response to this requirement. This announcement does not obligate the Government to award a contract nor does it obligate the Government to pay for any preparation costs. 2. The mission of the DoD High Performance Computing (HPC) Modernization Program (HPCMP) is to accelerate technology development and transition into superior defense capabilities through the strategic application of high performance computing, networking, and computational expertise. To accomplish this mission, the program operates five DoD Supercomputing Resource Centers (DSRCs) with associated LANs/WANs and develops HPC software applications and support environments. These capabilities provide DoD's scientists and engineers with the resources necessary to solve the most demanding computational problems. Additional information about the HPCMP centers, capabilities, and resources may be obtained at http://www.hpcmo.hpc.mil. The CEHNC is seeking sources for potential contracts to provide recurring technical and management services required to support the HPCMP centers and user community. 3. Scope and Authority. Knowledge about the behavior of complex systems obtained via advanced computational techniques is the ultimate product to a high performance computing (HPC) customer. A customer engages HPC services with the intent to acquire data, information, and knowledge to aid them in concept explorations, development, characterization, performance enhancement, or qualification of a system or to validate completion of program milestones. This scope of this effort contains the management and technical support necessary to advance HPC services, capabilities and technologies. It includes the development of new techniques, analytical methods, and computational modeling and simulation approaches to solve particular HPC problems or to generally advance the state of the art in HPC effectiveness and efficiency. The contractor will be responsible for all work necessary to plan, provision, execute, analyze, and report on HPC projects, services and activities at all DSRCs. The contractor shall operate and perform maintenance and repair activities on HPCMP and DSRC resources. The Contractor shall provide systems engineering and technical support for defining, planning, managing, and executing projects/programs to repair, modernize, improve, and acquire HPCMP and DSRC assets and capabilities as approved by the Government. The contractor shall provide a fully qualified, experienced, and proactive team committed to integrating and optimizing across all HPCMP elements, to ensure synergy between the Centers and the coordination of HPCMP-wide initiatives and services. Additional HPC site specific requirements may be included. Actual workload can vary significantly from DSRC to DSRC and HPC projects vary in type, size, and complexity 4. The most applicable North American Industrial Classification System Code (NAICS) is 541513, The small business size standard is $25,000,000.00. 5. Responses (Completed Questionnaire) must be submitted electronically to: Mark.W.Dillinger@usace.army.mil Andrew.E.Cameron@usace.army.mil All responses shall be received by 3:00 PM central time on 14 December 2012. Responses shall be no more than 15 pages (single spaced, front side only, no smaller than Times New Roman, font size 12 or equivalent). Extraneous materials (brochures, manuals, etc.) will not be considered. Questions concerning this announcement shall be submitting in writing via email to the Contract Specialist, Andrew Cameron (email address noted above). 6. Registration as an interested vendor for the subject notice does not in any way exempt your firm from submitting the required capability questionnaire. Therefore, if your firm would like to be considered an interested source for this requirement, please submit a capability questionnaire in accordance with the posted announcement. Your response to this announcement is not a request to be considered for a contract award. This is not a request for proposal and does not obligate the government to award any contract. The Government does not intend to rank submittals or provide any reply to interested firms. 7. Industry Day - Huntsville Center Corp of Engineers will be hosting an Industry Day to present this requirement for interested vendors. Industry Day will be held on 19 Dec 2012 at 0900-1200 at the following location: Tom Bevill Center Room 275 550 Sparkman Drive Huntsville, AL 35816 If you are interested in attending this Industry Day, please reply to Andrew.E.Cameron@usace.army.mil to reserve your space. Due to limited space, HNC is requesting that you limit the number of visitors per firm to two (2) participants. Please provide the names (and the name of the company they are representing) to Andrew Cameron. The Industry Day will be held at the Bevill Center which is part of the University of Alabama, Huntsville. There are no special security procedures since this is not a federal secured facility. The Government will not reimburse any cost associated with attending this Industry Day.
