Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is solicited as #W912DQ-13-R-0007 and is issued as a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-61. This RFP shall be set aside 100% for small businesses, and the associated North American Industry Classification System (NAICS) code is 561720. The business size standard is $16.5 million. Contract line items (CLINs), including option years, may be found in SECTION B of this synopsis/solicitation. Services are for Janitorial work including contractor-furnished supplies and equipment, as detailed in the PWS (Performance Work Statement) found in SECTION C. Services shall be for Perry Lake Project, 10419 Perry Park Drive, Perry KS 66073. Service dates for each CLIN are detailed in SECTION B and in SECTION F. FAR 52.212-1, Instructions to Offerors - Commercial, does apply to this acquisition with no addenda. FAR 52.212-2, Evaluation - Commercial Items, does apply to this acquisition. Evaluation factors are Past Performance, Related Experience, and Price. Award will be based on best value, and not on price alone. This procurement is made under SIMPLIFIED ACQUISITION PROCEDURES and will be evaluated in accordance with FAR part 13.106-2. Prior to contract award, vendors must be actively registered in the System for Award Management (SAM) which can be accomplished at https://sam.gov. There is NO FEE for this registration. Your SAM registration must reflect the NAICS code for this particular solicitation (561720). By submission of a proposal, an offeror acknowledges the requirement to be registered in the SAM database prior to award; during performance; and through final payment of any contract resulting from the solicitation. Additional, free assistance may be obtained by contacting your local PTAC found at http://www.aptac-us.org/new/ (look up quote mark FIND A PTAC. quote mark ). OFFERORS MUST COMPLETE SECTION K of this combined synopsis/solicitation and return with your offer. This contains FAR 52.212-3, Offeror Representations & Certifications - Commercial Items. If you are already registered in SAM with your representations and certifications and have no changes, then you need not complete section K. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, does apply to this acquisition with no addenda. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. Specific clauses required are detailed in SECTION I of this synopsis/solicitation. OFFERORS INTERESTED IN RESPONDING TO THIS RFP MUST SUBMIT A PROPOSAL ON THE ATTACHED SF 33 FORM. Award will be made to the offeror providing the best value. The due date for the receipt of proposals is listed in Block 9 of page 1 of the SF 33. The Government reserves the right to cancel this synopsis/solicitation. Faxed or emailed proposal will NOT be accepted.
