Description
TO PROCURE one Autologous Cultured Chondrocytes, the Carticel replant. NAICS Code 33913, Size Standard 500 Employees. This is a Sole Source procurement, synopsis published for informational purposes only. Solicitation documents are not available. This proposed contract action is for procurement of an item for which the government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1. The proposed source is USBioservices, 3101 Gaylord Parkeway;Frisco, TX 75034. The notice of intent is not a request for competitive quotations; however, all quotations received within two (2) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government has a requirement for a Carticel Implantation or Chondroplasty. The orthopedic surgeon performing the surgery is only trained in the use of Carticel, and there would be unacceptable delays in retraining the surgeon on a different system. The estimated timeline to retrain the surgeon is 1 year, as result of such training an estimated 1 patient per month would be sent to another hospital for such surgery at $69,532.80 per patient. Therefore, a total of $834,393.36 would be incurred by the Government to send the patients off base due to the training for the surgeon. The only known vendor that can satisfy the Government's requirements is US Bioservices. US Bioservices is the sole distributor for the elbow fixture instruments for all VA and DOD hospitals.
