- Attachment 4 Answers to Questions Amendment 0003 The purpose of this amendment 0003 is to provide answers to questions. Review Attachment 4 - Answers to Questions for additional information. Attachment 4 is hereby attached hereto and incorporated herein. The proposal due date remains unchanged. Proposals are due no later than 4:30 p.m. EST on 11/28/2012 in accordance with the proposal instructions herein. Amendment 0002 The purpose of this amendment 0002 is to: (1) remove Functional Area 7 from the Statement of Work (SOW). (2) Remove the requirement to complete SF 1449 from Section L of the RFP. All other terms and conditions remain the same. Attachment 1 is hereby revised, attached hereto, incorporated herein, and supersedes the previous version. Amendment 0001 The purpose of this amendment 0001 is to: (1) revise the NAICS code from 541611 to 922190. (2) Revise the site visit date from 10:00 a.m. EST on 10/24/2012 to 10:00 a.m. EST on 11/07/2012. (3) Revise the due date of questions from 4:30 p.m. EST on 10/30/2012 to 4:30 p.m. EST on 11/14/2012. (4) Revise the proposal due date from 4:30 p.m. EST on 11/15/2012 to 4:30 p.m. EST on 11/28/2012. These dates have been updated in Attachment 1 which has been revised and is attached hereto, incorporated herein, and supersede the previous version. Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this requirement is NTSB-R-13-0001. This solicitation is issued as a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-61. This requirement is issued under full and open competition. The associated NAICS code is 922190, "Other Justice, Public Order, and Safety Activities". Background The National Transportation Safety Board (NTSB) is an independent federal agency charged with determining the probable cause of transportation accident and promoting transportation safety. The NTSB investigates accidents, conducts safety studies, evaluates the effectiveness of other government agencies' programs for preventing transportation accidents, and reviews the appeals of enforcement actions involving aviation and mariner certificates issued by the Federal Aviation Administration (FAA) and the U.S. Coast Guard (USCG), as well as the appeals of civil penalty actions taken by the FAA. In support of this mission, the NTSB has a need for 24/7 management and operations services of its Communications Center. Its core critical mission is to provide logistical support for accident launches and on-scene investigations. The Contractor shall furnish all communication, logistical, administrative, and management support services in a timely and accurate manner to perform the work described in Attachment 1 of this combined synopsis/solicitation. Description of Requirement The NTSB has a requirement for: Line Item Number 0001: Quantity: 12 Months, Management and Operation of the NTSB Communications Center. Period of Performance: BASE YEAR. Line Item Number 0002: Quantity: 12 Months, Management and Operation of the NTSB Communications Center. Period of Performance: OPTION YEAR 1. Line Item Number 0003: Quantity 12 Months, Management and Operation of the NTSB Communications Center. Period of Performance: OPTION YEAR 2. Line Item Number 0004: Quantity 12 Months, Management and Operation of the NTSB Communications Center. Period of Performance: OPTION YEAR 3. Line Item Number 0005: Quantity 12 Months, Management and Operation of the NTSB Communications Center. Period of Performance: OPTION YEAR 4. Review Attachment 1 which is attached hereto and incorporated herein for a detailed description of the requirement. Basis for Award The Government may award one (1) firm-fixed price contract to the responsible Contractor whose proposal that conforms to the combined synopsis/solicitation will be most advantageous to the Government, price and other non-price factors considered, such that it provides the best value to the Government. See Attachment 1 for additional information. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the NTSB. Clauses and Provisions Availability of Funds During a Continuing Resolution (CR) The NTSB is currently operating under a Continuing Resolution (CR). Performance of work under this contract/agreement is only authorized through the end date of the current CR and cannot exceed the contract/agreement price. If this contract/agreement is partially funded and requires funds be obligated to continue performance, the Contracting Officer (CO) authorizes performance of work through the end date of the current CR. The CO will obligate additional funds not to exceed the contract/agreement price, by unilateral modification(s). If this contract/agreement has been fully funded at a level equal to the contract/agreement price, the Contracting Officer (CO) authorizes performance of work through the end date of the current CR. Performance of work is not authorized at any time to continue beyond the end date specified in the contract line item(s) period of performance unless authorized by the Contracting Officer. The NTSB is not liable for any payment that may arise under this contract/agreement which results from: (1) Expenditures exceeding the contract/agreement price; or (2) Performance continuing beyond the end date of a CR and the Fiscal Year (FY) budget has not been enacted. Upon the enactment of the FY budget, the terms of this clause will no longer remain in effect and the CO authorizes performance of work through the end date specified in the contract line item(s) period of performance. If this contract/agreement is partially funded and requires funds be obligated to continue performance, the CO will obligate additional funds not to exceed the contract/agreement price, by unilateral modification(s). Submission of Proposals Your proposal must be received no later than 4:30 p.m., Eastern Standard Time (EST), on November 28, 2012. LATE PROPOSALS MAY NOT BE CONSIDERED in accordance with FAR provision 52.212-1. Offers may be transmitted via email to: Bryan J. Therefore, the Contractor may choose to send their proposal in separate emails, if the combined file size of any email received by the NTSB email server will exceed 5MB. Contractors are encouraged to remove excess graphics from their proposals to ensure proposals remain under the file size limit. It is the Contractor's responsibility to ensure that the designated point of contact has received your proposal at the email address of the contact specified above by the proposal due date.
