MARKET RESEARCH PURPOSES ONLY NOT A REQUEST FOR PROPOSAL OR SOLICITATION Small & Any Other Size Business Are Encouraged To Respond The U.S. Food and Drug Administration (FDA), Field Operations Branch of the Office of Acquisitions and Grants Services (OAGS) in Jefferson, Arkansas, is conducting market research to support the Center for Biological Evaluation & Research (CBER) to acquire a 1-Year Service Maintenance Agreement with two (2) 1-Year Options for a Voyager DE Pro Mass Spectrometer (Serial No. 6054) manufactured by AB Sciex, physically located at CBER's Facility for Biotechnology Resources (FBR), 29 Lincoln Drive, Bldg. 29 - Room 202, Bethesda, Maryland 20892. The purpose of this market research is to determine whether there are Small Business Service Providers capable of providing the Mass Spectrometer service identified herein. Service Maintenance Agreement shall consist of the following: • Complete System Maintenance - The vendor or service provider agrees to maintain the mass spectrometer system (including the vacuum pump, computer, and other accessories) in a functional state by providing preventive maintenances (PM) and repairs. • Replacement/Repair Parts - Only new replacement parts that are certified to original equipment manufacturer's (OEM) specifications are acceptable. Replacement parts shall be packaged under critical clean conditions. • Access to AB Sciex Global Technical Assistance Center (TAC) - Service engineers and repair technicians shall have full access to AB Sciex factory technical assistance, latest service bulletins, repair procedures, software application updates, and planned maintenance procedures. • Certifications - Service engineers and repair technicians shall be certified by the OEM to work on AB Sciex Voyager DE mass spectrometers. • Real-Time Monitoring - Service provider shall provide real-time monitoring that pro-actively alerts support staff and the FDA when the Voyager DE mass spectrometer falls below preset operating parameters. • Response Time - On-sight response shall be within 48 hours of a service call. • Copyright and Proprietary Advanced Service Diagnostics - The service provider shall have the license to use instrument diagnostic software along with instrument software necessary for effective and speedy preventive maintenance and repairs. Firms believing they can offer an a Service Maintenance Agreement to the above specifications are encouraged to respond electronically via email to the attention of Howard Nesmith at howard.nesmith@fda.hhs.gov on or before November 20, 2012 by 9:00 AM (Central Time) with no less than the following information: • Business name, DUNS number, business address, business website, business size status (i.e., SB, VOSB, SDVOSB, HUBZone SB, SDB, WOSB, LB), point of contact name, mailing address (if different from business address), phone number and email address; [North American Industry Classification System (NAICS) Code is 811219 - Other Electronic and Precision Equipment Repair and Maintenance; Size standards $19 million. • Documentation which unequivocally demonstrates the Service Provider has previously provided and performed maintenance and service agreements for the Voyager DE Pro Mass Spectrometer, manufactured by AB Sciex. Documentation shall consist of Company name(s), Contact names and information for current and past Voyager DE Pro Mass Spectrometer Service Agreements performed. • Provide evidence of the Service Engineer and Repair Technician certification from the OEM to perform the requied service. The government is not responsible for locating or securing any information, not identified in the response.
