Description
UPDATED ON NOVEMBER 15, 2012 1. The purpose of this posting is to provide advance notice of the pending changes that CBP will be making by formal Amendment to Request for Proposals (RFP) No. HSBP1012R0071. 2. All parties shall be guided by the Amendment document to the RFP, which is expected to be published on or about Friday, November 30, 2012. Please be advised, any information listed in the forthcoming amendment takes precedence over any information listed in this notice. • CBP is removing all work associated with CLINs X003, X004, X005, X016, X017, and X018, which pertain to work directly associated with Original Equipment Manufacturers (OEM). By making this change, CBP is confident that offerors will be able to successfully respond to this solicitation without violating FAR 52.219-14, Limitations on Subcontracting; • CBP will amend the solicitation to provide additional opportunity for data gathering and questions via a Reading Room format. This Reading Room will be held in Springfield, VA and provide offerors with sensitive information that was previously unavailable due to security concerns. To participate in the Reading Room, interested parties to the RFP must attend, in person, and sign a Non-Disclosure Agreement (NDA), relative to the information included within the Reading Room. The Reading Room will provide access to information including, but not limited to, serial numbers of equipment, location of equipment, etc. The Reading Room will be open for a one-week period. This date will be published in FedBizOpps. Upon closure of the Reading Room, CBP will have a one week period of questions and answers (Q&A), which will also be posted in FedBizOpps; • The draft Ingress Transition Plan (C.14.1) and the Quality Control Plan (C.1.5.3), as outlined in Section C, will be required to be provided with the proposal submission; and • The sub-factors and relative importance of evaluation factors will be amended, and a revised due date for submission of proposals shall be established. 3.
