Description

Notice of Intent to Negotiate with One Source. The Naval Facilities Command Pacific (NAVFAC Pacific) intends to solicit and negotiate the contract with INK ARCH LLC under the authority of Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency Requirements. The Justification and Approval for this non-competitive contract is attached. This is NOT a request for proposals, quotes, or an invitation for bid. The intent of this notice is to identify other potential sources to complete the Design-Bid-Build (DBB) construction package consisting of full plans, specifications, detailed cost estimate, and other engineering services for FY14 KNMD14222 C-17 Modernize Hangar 35 Docks 1 and 2 at Joint Base Pearl Harbor Hickam, Hawaii, that was previously designed by INK ARCH LLC under contract FA5215-07-D-0003, task order 5008. Interested parties may submit technical qualifications to A. Saki-Eli via electronic mail to ann.sakieli@navy.mil no later than November 30, 2012. If the Government determines, based on the responses to this notice, that a full and open competition will be conducted, a synopsis will be issued in the Federal Business Opportunities web page announcing the solicitation. Otherwise, the Government will proceed with negotiations with INK ARCH LLC with no further notice. See numbered note 22.
