November 14, 2012 Adams and Associates, Inc. 10400 Little Patuxent Pkwy., Suite 320 Columbia, MD 21044 RFP: Copiers REQUEST FOR PROPOSALS To Whom It May Concern: Adams and Associates, Inc. would like to offer you the opportunity to provide copier needs for Adams and Associates, Inc. and the Job Corps Centers' operated by them. We are only interested in rental agreements, NO LEASE AGREEMENTS. This subcontracting opportunity is a small business set aside. We will require the following for your proper proposal: •1. Please provide bids on copiers that can provide the following services: •· 10,000, 20,000, 40,000 images/month •· 100 sheet duplex single pass feeder - scan 2 •· Multifunctional trays •· Finishing w/stapling and hole punch •· Fax board •· B&W Network Printing & Scanning (Color Optional) •· User codes to restrict, limit or monitor use •· Data security kit •· Secure/confidential print to personal folder/mailbox •2. Assess Adams and Associates, Inc. and the Job Corps Centers' operated by them for their current and future copier needs. •3. The total solution for Adams and Associates, Inc. is of most importance with our vendor choice - this includes service, past history, pricing, commitment of company and representative, warranty, toner cost, and solutions. •4. Provide Rental costs for each copier based on the following length of time: For new Center contracts:- 2 base year and (3) one year options; For existing Center contracts:- the remaining term of the contract. •5. Include pricing for each copier type with toner price. •6. Outline what your service contract includes, hours of service, days of the week, turn-around time, copier loaner information, and your ability to service each Job Corps Center location and each corporate office location. •7. Provide the following with each copier type in the price list bid: Brand, copies per minute, first copy speed, grayscale level, number of paper drawers, any type of features (such as staple/hole punch, rotate sorter, electronic sorting, sheet inserts, duplex, scanner capability, networking, and any other features), magnification, etc. •8. Provide a cost break down per Center and each corporate office, as well as a total cost per month for all centers and offices. •9. Interaction with each center and office involved with copier needs will be necessary for Adams and Associates, Inc. current and future needs - outline this in your bid package. •10. Include all other solutions, cost reduction strategies, and ideas in your offer (bid package) to Adams and Associates, Inc. for your total solution to Adams and Associates, Inc. •11. Service quality and response time is paramount. Vendor must be able to provide service response within 24 hours for malfunctioning/nonfunctioning copiers. If repair frequency and copier downtime is excessive, e.g., total downtime exceeds 48 hours or 10% of the aggregate time (6 days) within any 2-month period, the vendor will replace the copier. •12. Copiers will be phased in to replace existing copiers as each copier lease expires at the stated bid copier price. •13. The vendor will take back any copier units at no additional cost if a Job Corps Center contract is ended with Adams and Associates, Inc. •14. Additional copier installation will be required within 30 days of notice for any new contract operations that we acquire. A copier must be provided for the first 30-days of the transition at no cost, followed by all other required copiers by the contract effective date (a 30-day period). •15. All copiers, except one per Center, need to be black/white copiers. •16. All copiers, per location must have the capability to be networked, scan, and do paperless functions (provide technical functions, capabilities, and requirements). •17. Adams and Associates, Inc. is a Federal Contractor for the U.S. Department of Labor - Job Corps. This is a subcontracting opportunity with Adams and Associates, Inc. •18. The successful proponent shall procure and maintain the proper insurance from a carrier licensed to do business in the state specified in the RFP and have the ability to obtain insurance evidencing said coverage shall be supplied by the successful proponent upon request, naming Adams and Associates, Inc. and each specified Job Corps Center as an additional insured under the liability policy. The liability policy shall contain a provision that such policy shall not be cancelled until thirty (30) days prior written notice of cancellation has been received by Adams and Associates, Inc. •19. Proponents shall provide a profile of the company, such as: Ownership; Location of offices; Number of employees; Company background and history; Company qualifications as a superior service provider for this RFP; and Resumes for key staff to be responsible for contract performance. •20. Pricing shall remain firm for the term of the contract. •21. In case of default by the proponent, Adams and Associates, Inc. may procure the product(s) or service(s) from other sources and hold the proponent responsible for any excess cost occasioned thereby. •22. Any submission not containing total costs will not be considered. Cost plus, sliding scale or any plan not exclusively fixed and all inclusive for the term of the contract will not be considered. No cost increases for the duration of the contract and no cost increases in maintenance for the duration of the contract will be acceptable. •23. Proponent must perform full service support for all copiers listed during normal business hours of 8 AM to 5 PM Monday through Friday within the pricing proposed. •24. Service pricing must include technician installed parts with exception of staples, paper, and toner. •25. Proponent must provide full time ongoing telephone support for those questions that require immediate response. This must be available to the customer at no additional cost. •26. Proponent must perform all preventive maintenance services at the Manufacturer's suggested intervals. •27. Proponent must use all Original Equipment Manufacturers (OEM) parts within the performance of the services listed within this RFP. •28. This bid will not replace any owned copiers via lease or purchase. The owned copiers are listed in the spreadsheet for the scope of each location. If we desire to replace an owned copier, we will notify the vendor. •29. Grafton, MA •· Joliet - Joliet, IL •· Little Rock - Little Rock, AR •· Red Rock - Lopez, PA •· Shriver - Devens, MA •· Treasure Island - San Francisco, CA •· Woodstock - Woodstock, MD •· Woodland - Laurel, MD •· Corporate Office - Reno, NV •· East Coast Office - Columbia, MD •· Northeast Office - Worcester, MA Future offices/Centers - include statement in your bid about coverage and service to any place in the United States. Our evaluation and selection criteria will be based upon lowest bid, quality, experience, timely scheduling of service provided and customer service. Responses to this Request for Proposal must be submitted and received no later than 12 PM (EST), December 14, 2012, to the attention of Samuel Lewis - Adams and Associates, Inc.
