November 14, 2012 Adams and Associates, Inc. 10400 Little Patuxent Pkwy., Suite 320 Columbia, MD 21044 RFP: Uniforms REQUEST FOR PROPOSALS To Whom It May Concern: Adams and Associates, Inc. would like to offer you the opportunity to provide academic uniforms for Adams and Associates, Inc. and the Job Corps Centers operated by them. You will need to maintain a uniform inventory on consignment for each center. This contract will include timely delivery of required student academic uniforms (casual dress wear) and belts. Scope of Work: The Vendor shall provide and maintain ample inventories for all students' academic uniforms and belts. The Vendor will maintain their own inventories to ensure students are able to receive required uniforms immediately upon entering the Job Corps Center. This total contract value is estimated at more than $500,000. Blanket Purchase Orders will be established at each Center. We will require the following for your proper proposal: •1. Bid on each item listed in the bid solicitation •2. Assess Adams and Associates, Inc. and the Job Corps centers operated by them for their current and future inventory needs (this includes any future Job Corps centers beyond the current list below, item #31). •3. The total solution for Adams and Associates, Inc. is of most importance with our vendor choice - this includes service, past history, pricing, commitment of company and representative, uniform cost, and solutions. •4. Provide costs for each uniform listed based on the following length of time: For new Center contracts:-2 base year and (3) one year options; For existing Center contracts:- the remaining term of the contract. •5. Provide status of your company type and size (Ex: Women owned, VOSB, HubZone, Minority, etc.). •6. Outline what your service contract includes, hours of service, days of the week, turn-around time, and your ability to service each Job Corps center location. Delivery needs to be one week from date of order. •7. Provide the following with each uniform in the price list bid: Brand, any type of features, color, unit of measure when ordering, price per unit of measure, and anything else you would like to add. Uniforms must be of good quality. •8. Interaction with each center and office involved with uniform needs will be necessary for Adams and Associates, Inc. current and future needs - outline this in your bid package. •9. Include all other solutions, cost reduction strategies, and ideas in your offer (bid package) to Adams and Associates, Inc. for your total solution to Adams and Associates, Inc. •10. Uniform quality and delivery time is paramount. •11. Outline Return Manufacturer Authorization (RMA) procedures. •12. Adams and Associates, Inc. is a Federal Contractor for the Department of Labor - Job Corps. This is a subcontract opportunity with Adams and Associates, Inc. •13. The successful proponent shall procure and maintain the proper insurance from a carrier licensed to do business in the states specified in this RFP and have the ability to obtain insurance in any state that we conduct future business in. A certificate of insurance evidencing said coverage shall be supplied by the successful proponent upon request, naming Adams and Associates, Inc., and each specified Job Corps Center as an additional insured under the liability policy. The liability policy shall contain a provision that such policy shall not be cancelled until thirty (30) days prior written notice of cancellation has been received by Adams and Associates, Inc. •14. Proponents shall provide a profile of the company, such as: Ownership; Location of offices; Number of employees; Company background and history; Company qualifications as a superior service provider for this RFP; and Resumes for key staff to be responsible for contract performance. •15. Pricing shall remain firm for the term of the contract. •16. In case of default by the proponent, Adams and Associates, Inc. may procure the product(s) or service(s) from other sources and hold the proponent responsible for any excess cost occasioned thereby. •17. Any submission not containing total costs will not be considered. No cost increases for the duration of the contract will be acceptable. •18. Proponent must perform full service support for all uniforms listed during normal business hours of 8AM to 5PM Monday through Friday within the pricing proposed. •19. Proponent must provide full time ongoing customer service support for any questions, challenges, and needs. This must be available to the customer at no additional cost. •20. Weekly reordering. All orders will be based on consignment at each center. •21. Payment will be made on issued clothing only and billed monthly with net 30-day terms. •22. No fees, freight, re-stocking, maintenance or charges of any kind will be paid. •23. Clothing will be of a good quality and belts will be leather with a metal belt buckle. •24. Inventories must be maintained such that there will be no disruptions in services to our students. •25. The Center shall designate the storage location for materials under this contract. The Center shall be responsible for the safety and security of stored materials. •26. The Subcontractor, upon execution of the subcontract, affirms that he/she is familiar with the conditions under which the work is to be performed. •27. Approximate total clothing inventory for all locations is about $500,000. •28. The academic uniform issuance per student is 4 pair of tan khaki slacks, 3 polo shirts (short or long sleeve), 2 oxford long sleeve shirts and one belt. An approximate weekly issuance for all twelve centers would be 120 students per week. •29. Job Corps Center locations are as follows (as of November 14, 2012): • Atterbury - Edinburgh, IN • Delaware Valley - Callicoon, NY • Exeter - Exeter, RI • Gadsden - Gadsden, AL • Glenmont - Glenmont, NY • Grafton - N. Grafton, MA • Joliet - Joliet, IL • Little Rock - Little Rock, AR • Red Rock - Lopez, PA • Shriver - Devens, MA • Treasure Island - San Francisco, CA Woodland - Laurel, MD Woodstock - Woodstock, MD Future Centers/Offices - include statement in your bid about coverage and service to any place in the United States. Our evaluation and selection criteria will be based upon lowest bid, quality, experience, timely scheduling of service provided, reputation and customer service. Responses to this Request for Proposal must be submitted and received no later than 5PM (EST), December 14, 2012, to the attention of Samuel Lewis - Adams and Associates, Inc.
