- Army Contracting Command-National Capital Region (ACC-NCR), is issuing an amendment (14 NOV 2012)to original following source sought notice of W91WAW-13-R-0009 to add some description and extend the response date. The response date changed from 12 NOV 2012, 5:00 PM, EST to 20 NOV 2012, 5:00 PM, EST. This pre-solicitation source sought announcement is for information and planning purpose only; it is not to be construed as a commitment by the government. A contract may not be awarded as a result of this source sought announcement. Army Contracting Command-National Capital Region (ACC-NCR), on behalf of Office of the Assistant Secretary of the Army (OASA), Financial Management and Comptroller (FM&C), Financial Reporting Directorate intends to procure preparation and publication of the Army General Fund, Working Capital Fund, and Civil Works Fund Financial Statements under full and open competition procedures. Interested small businesses who are certified and qualified as a small business concern in NAICS code 541611 with a size standard of $14.0M are encouraged to submit their capabilities package outlining their experience in the following key areas: preparation and publication of Army General Fund, Working Capital Fund, and Civil Works Fund Financial Statements to comply with the Chief Financial Officer (CFO) Act of 1990. If at least two responsible small business concerns are determined by the government to be capable of performance this requirement at a fair market price based on an evaluation of the capabilities package submitted by 5:00 p.m., Eastern Standard Time (EST), Nov 20, 2012, the requirement will be solicited as a 100% set-aside for small business concerns. If capability packages are not received from at least two responsible small business concerns by the response date or if the government determines that no small businesses are capable of performing this requirement based upon an evaluation of the capabilities packages submitted, the requirement will be solicited under full and open competition procedures. This notice is not a request for proposals. The Government will not be liable for payment of any response preparation expenses. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. To assist us in maintaining a list of interested small business offertory for this potential procurement, please provide your company name, a point of contact, address, phone number and business size under the above NAICS code, to the POC for this procurement Ms Nancy Zeng. Under this requirement, Financial Statement Support, a Firm-Fixed-Price contract is anticipated. The period of performance will be a base period from date of contract award for twelve (12) months with 2 twelve (12) month options. Capability statements should adress the following, Please make sue to provide concrete examples of what your company have done when respond to the questions. and not to talk in generalities. The page limit is 10 pages. 1.What is your team's recent knowledge (within the last 10 years) and experience in compiling and publishing quarterly and annual Financial Statements for DOD or the Federal Government? (Reference Section 5.1.3 of PWS) 2.What is your team's recent knowledge (within the last 10 years) and experience in publishing professional quality financial statements that include all components required by OMB guidance. (Reference Sections 5.3.1, 5.1.3.10, and 5.1.3.11 of PWS) 3.What is your team's knowledge and experience in analyzing the daily flow of accounting data from source documents and feeder systems and transmission of that data into the respective accounting systems in an ERP environment, in an SAP© environment? This includes root cause analysis and identifying solutions for material weaknesses resulting from compilation of the financial statements, identifying and analyzing business events, account fluctuations, abnormal balances, adjustments and ratio analyses. (Reference Sections 5.2 and 5.3 of PWS) 4.What is your team's expertise and experience in collecting and interpreting Army, other Federal Agency, and/or private firms' budget execution and accounting data, analyzing obligations and expenditures; identifying and advising senior management regarding unliquidated obligations, unmatched disbursements, uncleared commitments, trading partner differences, and other issues affecting the comparability between fund status and trial balances? (Reference Section 5.3.7 of PWS) 5.What is your team's experience with providing professional, high caliber briefings that can be used for all levels within Army, DoD, or the Federal Government, and possibly Congress? (Reference Section 5.1.3.8 of PWS)
