Attachment 2, Sample Land Use Agreement Attachment 1, Usage PROJECT: Ground Mounted Solar Photovoltaic Array DESCRIPTION: DLA Energy is requesting competitive proposals for a PPA Ground Mounted Solar Photovoltaic Array for U.S. Army Garrison Fort Detrick, located in Frederick, Maryland. The project scope includes approximately 80 acres at the facility location. Minimum array size is 10 MWs. The contractor shall furnish all labor, materials, tools, equipment, and incidentals required to produce and deliver solar electric power, to include all renewable energy attributes, to Fort Detrick via contractor-owned and operated Solar Electric Services (SES) project. The contractor is responsible for providing an interconnection agreement, maintenance, and ancillary services to properly deliver the power to the point of common coupling throughout the contract. The Government will purchase the power output from the SES, measured in kilowatt-hours (kWh), via a long term contract under a firm-fixed price. DLA Energy plans to solicit this requirement under the authority provided by 10 USC 2922(a), which grants military installations authority to enter into contracts for periods up to 30 years for the provision and operation of energy production facilities on real property under the Secretary's jurisdiction, or on private property, and the purchase of energy produced from such facilities. The solicitation is issued as a Request For Proposal (RFP) and has incorporated provisions and clauses as in effect through the Federal Acquisition Circular (FAC) 05-61. Additional requirements may be added by Amendment. All responsible sources may submit a proposal, which shall be considered.
