- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and shall not obligate the Government to award a contract. The purpose of this Sources Sought Announcement is for market research to gain knowledge of potential qualified sources interested and capable of performing the work and obtain their size classification relative to the North American Classification System (NACIS) Code 541712 with a size standard of 500 employees. A.GENERAL INFORMATION 1.Title of Project: Pathology and Transportation Services for VA Biorepository (VAB) ALS (CSP 501) and Gulf War Veterans' Illnesses (CSP 501B) brain banks. 2.Scope of Work: This project requires recovering whole brain, spinal cord (cervical to cauda equina) and cerebrospinal fluid (CSF) from deceased, consented Veterans living throughout the United States. When an enrolled Veteran dies, the organs need to be recovered immediately to be useable for research. The organs and CSF is packed in wet ice in special shipping containers and shipped by special courier to our biorepository facility. The VAB is looking for service providers to recover these specimens once the location of the veteran is identified. Many times the time period for notification of these services are identified on short notice due to an unexpected death of a participant. The VAB staff will then coordinate the recovery procedures, including transportation of the body to an appropriate facility, and afterward to the family's chosen funeral home. VA medical centers are the primary choice for implementing the organ recovery procedure. The estimated recovery cost per individual can range from $800-$2500, depending on factors including the distance the service provider will need to travel. The death rate in our enrolled cohort is highly variable annually; however, a general estimate would be 40 recoveries per annum. 3.Background: The Massachusetts Veterans Epidemiology Research and Information Center (MAVERIC) manage clinical trials run by the VA Cooperative Studies Program. The VAB collects CNS (brain and spinal cord) tissue and relevant medical history from Veterans with Amyotrophic Lateral Sclerosis (ALS) and Veterans of the Gulf War era across the US in order to provide high quality tissue annotated with relevant clinical data to qualified investigators. VAB staff conducts regular telephone follow-up calls with all enrolled donors and coordinate brain and spinal cord recoveries upon the enrollees' death. Donated organs are shipped via courier to our biorepositories either in Boston or the Southern Arizona Core Tissue Laboratory (SACTL) at the Tucson VA. Due to the precious nature of these organs and the time sensitive nature of shipping requirements, we need pathology and body transportation services in all 50 states 24 hours a day, 7 days a week and 365 days a year with the shortest contract set-up time possible. REQUESTED INFORMATION: STATEMENT OF CAPABILITY: Submit a brief description (five [5] pages or less) that shows your company can provide the required services. One additional page may be included explaining experience in performing these services to the VA, other government agencies, or for private facilities. Potential sources should identify business name, point of contact, business size and any applicable business socio-economic category (i.e. small business, SDVOSB, VOSB, SB, etc), DUNS number, address, and any additional information felt to be pertinent. All vendors must be registered in CCR at the time of award. Responses to this notice should be electronically mailed in PDF format or word format to Cheryl.Homison@va.gov.
