Strom Thurmond Lake, Dam and Power Plant and New Savannah Bluff Lock and Dam, Clarks Hill, South Carolina and Augusta, Georgia. Work to be performed includes, but is not limited to, cleaning services; gate attendant services, electrical, water, sewage, and mechanical work; landscaping; repair and maintenance of Government vehicles and equipment; maintenance of communication equipment, maintenance of earthen dams, dikes, riprap, ramps, beaches, berms, bulkhead walls, and impact sites; maintenance of signs, barricades, gates, wheel stops, posts, and fences; maintenance and repair of walkways, roads, and parking areas; maintenance of wildlife openings and nesting boxes; boundary line maintenance; minor construction and shoreline stabilization; maintenance of fish habitat and aquatic plant control; navigational buoy maintenance; refuse removal; herbiciding; and emergency spill response. Procurement of these services will result in a Cost-Plus-Award-Fee type contract. The anticipated period of performance is January 2013-14, with four additional one-year optional periods. The procurement is 100% set-aside for small business under NAICS 561210 Facilities Support Services. The size standard for this NAICS is $35.5 million. The solicitation will be a request for proposal (RFP) that will be evaluated using best value methods. Potential offerors are reminded to pay particular attention to the evaluation and award criteria set forth in Sections L and M of the solicitation. The solicitation and any subsequent amendments will only be available in electronic format, downloadable from the internet. No CD-ROMS or hardcopy documents will be distributed. Offerors must be registered in SAM and at the Federal Technical Data Solution (FedTeDs) Homepage (https://www.fedteds.gov/) in order to view or download the solicitation documents. It is the responsibility of offerors to monitor the website for notices and amendments. The solicitation is tentatively scheduled to be posted in September 2012, with proposals due in October 2012.
