Description
THIS IS A SOURCE S SOUGHT ANNOUNCEMENT ONLY. This Sources Sought notice is issued for informational and planning purposes only. This is not a Request for Quote (RFQ) and it does not commit the Government to solicit or award an order now or in the future. No solicitation is available at this time. The purpose of this notice is to conduct market research to locate Small Business that can provide the services stated. The information requested by this notice will be used within the US Army Mission and Installation Contracting Command Ft. Stewart, Georgia to facilitate decision making and will not be disclosed outside the agency. Any information provided to the Government is strictly voluntary and will be provided at no cost to the Government. The Mission and Installation Contracting Command is seeking Advanced Skills training intended to provide the activity with knowledge, critical thinking, and technical skills required to meet Regimental and Battalion Commanders requirements for operations during combat overseas and has to support the following areas: The contractor shall provide the required training suppmt in accordance with the specific mission requirements identified in this document. (U) Training Objectives: l. Develop the technical skills of signature reduction, basic to adavanced hand held digital photography, Photoshop, Powerpoint, and Google Earth while familiarizing the section on Tag, Track, and Locate (TTL) operations. 2. Provide practical exercises that effectively replicate the typical close target reconnaissance (CTR) mission encountered by the Afghanistan Reconnaissance Unit (ARU) during combat operations overseas. 3. Provide a realistic culmination exercise (CULEX) on live targets that effectively exercises each individual Rangers adaptability and critical thinking capability while incorporating all aspects of the skills trained throughout the course. (U) Scope: l. Role Players: • a. The contractor will provide role players and will maintain oversight during all phases of the training evolutions and ensure the safety and logistical support requirements of the role players. b. The contractor will be responsible for providing all support required to achieve the stated tasks required of the role players. Any specific support required of the client must be specifically delineated in the contract. 2. Course Materials: a. The contractor will provide adequate classroom space as well as all course materials to include: all computer stations, software, training tools, equipment, and props required for instruction and hands on training. b. The contractor will also provide operational suppmt funds for every student during surveillance operations. 3. POl Content: a. The contractor will provide training and practical exercises (PE's) on the following tasks: - Image projection/demeanor -Signature reduction - Development of personal status -Basic to advanced operation of the Canon EOS 5D/7D camera -Night vision photography -Urban surveillance hide occupation and 'ITP's - Surveillance on foot, in a vehicle, and multi-modal -Technical surveillance operations (TSO) utilizing TTL's -Photo manipulation using Photoshop software - Advanced Powerpoint and Google Earth skills - Sun•ogate Handiling -Communicate clandestinely via conunerical off the shelf(COTS) comms package -A CULEX incorporating all previously trained tasks (U) Performance Requirement Summa1y: I. Coordination and Reporting Tasks a. Provide a single point of contact that has the authority to manage all contracted role players during all PE's and the CULEX. 2. Contractor Organization Requirements: a. Contractor organization must understand 1/75 BRP specilic training objectives and ARU mission set/capabilities. b. Contractor organization must have past performance with similar, multi-day SOF role player training scenario programs within the last 6 months. c. Contractor organization must provide own culturally-appropriate props at no addition cost to the U.S. Government. d. Contractor organization must have veriliable prior experience with providing role-player support and CTR training to other Army or Special Operations units within the last twelve months. 3. Role Player Requirements a. All Role players must be CI screened by the 75thRanger Regiment. The contractor is responsible for providing information of contracted personnel prior to the start of the period of performance. b. All Role players must have cultural knowledge of Afghanistan. c. Provide at least lx foreign language role player (FLRP) Deliverables: I. Contractor will provide all necessary equipment to conduct training to include: a. Individual PPE for all role players (if applicable) b. Culturally specilic clothing and target area props. Civilian Structures should replicate real world, inhabited houses, preferably resembling Afghanistan buildings/facilities. c. Cold weather equipment to include jackets, gloves, and wet weather gear to protect role players from the clements. d. Sleeping bags to provide role players additional warmth as needed. e. Lodging, transportation, food and water to the Role Players f. Computers, software, props, and TTL devices Instruction to Offers: I. Past Performance Reports for similar services performed in last six months or contract number and government point of contact to verify past performance. Government furnished property {GFE): I. 1/75 BRP will send the contractor our camera systems one week prior to the period of performance lOT allow the contractor the ability to learn our specilic cameras functions and capabilities Travel and Specifications: I. Provide realistic CTR and surrogate handiling scenarios ICW current ARU operations to train deploying Rangers. Contractor will coordinate all travel and lodging requirements for role players. 2. The contractor is required to provide transport for Role Players during off time to include back and forth to lodging. 3. The contracting company must ensure all rates are lAW the JFTR for Fort Benning, GA for lodging, per-diem, flight reservations, travel to and from the training sites, and any other costs not mentioned, with the overall bid and are setnp at the contractor's expense and effort. 4. The role players must follow the clear guidance and understand the objectives and intent of training in order to ensure the training objectives of 1/75 BRP arc met. If there are any issues with personnel or performance, it is the right of 1175 BRP to coordinate with Company management for removal of company employee from the training scenario. Said individual will retnrn home and will be replaced at the company's expense. 5. Company must be vetted to ensure observed Ranger personnel and Ranger specific TIPs remain classified. Contractor Management Reporting (CMR): The Officer of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor is required to completely fill in all the infonnation in the format using the following web address https://cmra.army.mil, https://cmra.army.mil/>. The required information includes: (l) Contracting Office, Contracting Officer, Contracting Officer's Technical Representative; (2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor name, address, phone number, e-mail address, identity of contractor employee entering data; (5) estimated direct labor hours (including sub-contractors); (6) Estimated direct labor dollars paid this reporting period (including sub-contractors); (7) Total payments (including sub-contractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FSC for each sub-contractor if different); (9) Estimated data collection cost; (I 0) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Anny Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information); (1 I) Locations where contractor and sub-contractors perform the work {specified by zip code in the United States and nearest city, country, when in an overseas location, using standardized nomenclature provided on website); (I 2) Presence of deployment or contingency contract language; and (13) Number of contractor and sub-contractor employees deployed in theater this reporting period (by country). As part of its submission, the contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12months ending September 30 of each government fiScal year and must be reported by 31 October of each calendar year. If contract performance is completed before 30 September, the data can be entered upon contract completion rather than waiting for the end of the fiscal year. Contractors may use a direct AMI, data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring fields fi•om a contractor's systems to the sectire web site without the need for separate data entries for each required data element at the web site. The specific formats for the XML direct transfer may be downloaded from the web site. The Contractor shall comply with the Manpower Reporting requirements and shall notify the Contracting Officer and the COR within 10 days of reporting manpower data.
