- RFQ STATEMENT OF WORK This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulations (FAR), Part 12, utilizing FAR 13, Simplified Acquisition Procedures. This announcement constitutes the synopsis; proposals are being requested electronically to Mr. Ryan Singletary ryan.singletary@nih.gov. This solicitation is being issued as Request for Quotations (RFQ) under NIH-LM-2013618/RS. The North American Industry Classification System (NAICS) code is 517919- All Other Telecommunications. It is the intent of the National Library of Medicine (NLM), to procure home high speed Internet access to employees and contractors to support the research and management programs as well as the federal teleworker initiative. Title: National Library of Medicine Off-site Broadband Internet Services Background The Office of Computer and Communications Systems (OCCS) within the National Library of Medicine (NLM) provides high speed Internet access to employees and contractors to support the research and management programs as well as the federal teleworker initiative. Objectives The contractor shall support NLM in the above efforts. This is a contract request for a commercial service to provide NLM with 24/7 high speed broadband internet services for various regions of the U.S. including but not limited to California, Georgia, Maryland, New Jersey, Pennsylvania, Virginia and Washington D.C. Scope The scope of this procurement is the acquisition of Off-site high-speed broadband Internet services and support. The contractor shall provide NLM with the following mandatory services: - 24x7 Internet coverage. The Offeror will have the capability to provide continuous 24x7 high-speed broadband Internet services. - Minimum 10 Mbps download and 2 Mbps upload speeds - 24x7 customer support. Offeror should provide customer service at all times to support any user problems. - Centralized order management. Offeror shall have one centralized location for order management. This includes, but not limited to, new order and disconnection request. - Invoicing shall include a breakdown of individual user charges. - The Offeror shall provide home user with any network edge equipment and installation of service necessary to provide user with internet connections. Vendor shall comply with all applicable Federal, State and Local laws, executive orders, rules and regulations applicable to its performance under this order.
