- Past Performance Questionnarie in Microsoft Word The solicitation has been modified to change the NAICS size standard and proposal due date. The responses to questions asked by the vendors This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is 100% hub zone small business set aside utilizing NAICS code 541511 with a size standard of $25.5 million dollars. The provisions in 52.212-1 and the technical evaluations procedures and criteria addenda apply to this acquisition. Offerors are advised to include a complete copy of provision 52.212-3 or provide a copy of their current representations and certifications from www.sam.gov. The terms and conditions applicable to this acquisition are 52.212-4 and 52.212-4 Alt I, Contract Terms and Conditions-Commercial Items apply to this acquisition. SAQMMA12R0330 is being issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in affect through Federal Acquisition Circular 2005-61. The Department of State's, Bureau of Public Affairs seeks to award a hybrid firm fixed price/labor hour contract for a Project Manager and the services associated with the Diplomatic Simulation Program. CLIN 1 will be a labor hour CLIN for the Project Manager to oversee the project cycle, and CLIN 2 will be a firm fixed price CLIN for all phases and activities for the Diplomatic Simulation Program. We anticipate awarding a one year contract for this solicitation. Additional information is located in the attached Solicitation document, Statement of Work, Section M - Evaluation Criteria and Section L - Instructions. All questions should be sent to jonesrd@state.gov by November 6, 2012 at 12:00 PM EST. All proposals are due by Tuesday, November 27, 2012 at 12:00 PM EST.
